“Public safety is the focus of the latest chapter of the Urban Institute’s Our Changing City interactive web feature, which tells the story of change in the District of Columbia.

Known in the 1990s as the nation’s “murder capital,” this chapter explores how DC went on to experience dramatic drops in violent crime from 2000 to 2014, particularly in places like the Navy Yard, Gallery Place, and downtown. However, this summer’s spike in violence has demonstrated that there is still a clear need for innovative strategies to protect communities from violence and support healthy development for residents affected by it.

While it’s too early to tell if the violence we have seen this summer is the start of a worrying new trend, we know violent crime inflicts devastating harms on DC’s communities. The tragic loss of life challenges us to respond with a sense of urgency and deliver innovative new strategies to build safer, healthier cities.

If we want to make a meaningful impact on these issues and make DC a safer place for all, we must employ a holistic public safety approach. It must go beyond policing to include social services and give communities a leading voice in designing and delivering these services.

“Fifth District members are currently investigating a shooting that occurred in the 600 block of Edgewood St. N.E. The victim suffered gunshot wounds to the arm and leg. The suspects were described as three black males driving a tan sedan that was last seen fleeing eastbound on Edgewood St. N.E.

Anyone who has information regarding this case should call police at 202-727-9099. Additionally, information may be submitted to the TEXT TIP LINE by text messaging 50411.”

“The Fifth District is currently investigating a shooting that occurred at approximately 8:35 p.m. in the 200 block of Cromwell Terrace N.E. The victim sustained a gunshot wound to the leg. The suspect was described as a black male, wearing blue pants and a blue shirt.”

“The Metropolitan Police Department’s Fifth Police District is proud to announce the upcoming deployment dates for our All Hands on Deck (AHOD) 2015 August Initiative, commencing Friday, August 28 at 3 pm and continuing through 6 am on Sunday, August 30, 2015.

During AHOD, all available sworn MPD personnel are placed on patrol throughout the District emphasizing community policing, focused law enforcement and community outreach. This includes increased foot patrols, detectives following up on cases, and police recruits passing out specific crime related information. There is no departmental use of overtime associated with our AHOD.

AHOD is about reducing violent crime and increasing police visibility. The Fifth Police District has made a substantial impact during our past AHOD’s due to the continued support of our residents and the dedication and hard work of our officers.

The dates for this AHOD were selected based on predictive analysis using past data to indicate when violence is likely to occur which allows us to strategically deploy our resources accordingly.

This year, under the leadership and direction of Commander William Fitzgerald, we seek your assistance in developing our deployment plan and request your input in deploying foot patrols within our community. This is your opportunity to directly assist us in creating foot patrols in areas of need during this AHOD. All suggestions and recommendations shall be forwarded to Captain Mark Beach no later than Sunday, August 9th at: [email protected]

The All Hands on Deck began in 2007 as part of Chief Lanier’s Summer Crime initiative aimed at capping traditional summer crime trends by putting more officers on patrol and engaging them in one-on-one interactions with residents.

“Dear PoPville,

This morning we discovered what looked to be a four-car team of FBI agents and Maryland sheriffs hanging out on our block (7th and Madison), not at all inconspicuously.

At around 6:15 we left the house for a run and there were two unmarked cars, parked and idling, facing east on Madison. Both cars had one guy in them, and at least one had Maryland plates. Both guys had vests on, one said Sheriff, I couldn’t see the other as well.

When we left for work at 7:15, the cars were still there plus two vans, one on 7th and one on Madison. The guys in one van were wearing full camo tactical gear (helmet included) looking more like soldiers than cops. Just hanging out, obviously waiting for something/someone. I didn’t take pictures for fear of pissing them off.

Our best guess is that it’s some kind of fugitive/bail jump situation, give the FBI involvement and MD plates–there was no visible MPD presence in the immediate area. I’m just curious if anyone else has reported something similar in the neighborhood or elsewhere or knows what they might have been up to. Obviously there was some kind of jurisdictional issue. This is probably unrelated, but this is just two blocks from where that house was shot last week.

Optimistically, I guess our house is on the safest block in DC today? But it was a bit unnerving.”

Thanks to all who sent emails about the DC Police Union’s Synthetic Marijuana: The Red Herring for DC’s Spike in Crime:

“After another violent week in D.C., five more people have been murdered, bringing this year’s total homicides to 84. The District is now on pace to see yearly totals we have not seen since 2008. The increasing murders aren’t the only problem. Both violent crime and property crime are following the same trends. The media has turned to the Chief and the Mayor for answers, and they’ll both tell you the same line: Synthetic marijuana is on the rise and causing unchecked violence. What they won’t show you is any data that supports that position. No arrest stats, no seizures of the nefarious product, no statistics showing how the rise in use correlates to the violence, or even that there’s any rise in use in the first place. They’ll just give you some anecdotal evidence of a handful of overdoses, an increase in ambulance trips to the ER, and some stories of bizarre behavior exhibited by users (which is akin to users of PCP―a notorious D.C. street drug). After describing the irrational actions of users, the administration then leaps to the conclusion that this is the reason that thefts, robberies, burglaries, assaults, and even murders are skyrocketing. So the question is this: How could these issues be so intertwined? Well, the D.C. Police Union doesn’t believe they are.

The story of synthetic marijuana as the catalyst for epidemic violence is a convenient one, but a fallacy none the less. What’s a more likely scenario? That MPD is understaffed and has been abruptly stripped of 125 officers who took a proactive, tactical and learned approach to making thousands of arrests per year, and now crime and violence is filling this new void? Or is it that some chemical sold in shady corner stores has turned the entire city into homicidal maniacs? You be the judge. And the next time someone tells you the problem is synthetic marijuana, ask for the stats and research. Don’t be deceived by this administration’s (Synthetic) Reefer Madness.”

“The victim was in the 600 block of Newton when he was approached by three suspects, two of which brandished handguns and demanded his money. The victim fled from the suspects and was shot. The second victim was in the same block and observed the shooting the first victim, he too was shot. Both victims were treated at local hospitals for non-life threatening injuries. The suspects are described as:

Suspect (1): B/M, 6’1”, 180 lbs, 23 years of age, medium complexion, long dreadlocks, wearing a black shirt with black jeans, armed with a gun

Suspect (2): B/M, 23 years of age, medium complexion, long dreadlocks, wearing a burgundy hooded shirt armed with a handgun

Suspect (3): B/M, 6’0”, slim build, dark complexion, long dreadlocks, armed with a handgun”

“Detectives from the Metropolitan Police Department’s Homicide Branch are investigating the homicide in reference to a stabbing offense that occurred on Wednesday, July 22, 2015, at approximately 6:36 pm, in the 1300 block of 7th Street, NW.

Members of the Third District responded for a call of a stabbing. Upon their arrival, they located an adult male suffering from apparent stab wounds. The victim was transported to a local hospital where he was admitted. On Thursday, July 30, 2015, the victim succumbed to his injuries and was pronounced dead. The decedent’s remains were later transported to the Office of the Chief Medical Examiner pending an autopsy.

The decedent has been identified as 22-year-old Antoine Jackson of Hyattsville, MD.

On Saturday, August 1, 2015 pursuant to a DC Superior Court arrest warrant members of the Capital Area Regional Fugitive Task Force (CARFTF) arrested 25-year-old Tyree Donnell Morgan of Northwest, DC. He was charged with Second Degree Murder While Armed.”

“The Metropolitan Police Department is seeking the public’s assistance in identifying and locating multiple suspects in connection with a First Degree Sexual Assault while Armed (Gun) that occurred in the area of 14th Street & Parkwood Place, Northwest.

On Friday, July 31, 2015, at approximately 8:00 pm, an adult male was approached by a suspect, forced into a white van at gun point, and sexually assaulted. One of the suspects is described as a Hispanic male, 6’1” to 6’2” in height, 22 to 27 years of age, slim build, with short black curly hair, and armed with a gun. He was observed wearing an orange shirt and grey sweat pants. Another suspect is described as an unknown male, heavy set, 17 to 19 years of age and light complexion. At least five other males of unknown descriptions were also involved.
