“Dear PoPville,

Any reason why the water fountains aren’t turned on? I’ve tried several parks on my running routes to include Dupont Circle, Mitchell Park and the dog park at the intersection of New Hampshire Ave and S Street NW. None of those fountains are on, and we’re clearly past winter. Any idea as to why?”
