I live in a home that has a basement stairwell that collects water when it rains. There is a french drain at the bottom but it always backs up. Part of the problem is

that over the years the outlet on the sidewalk for the drain is primarily covered by pavement for the sidewalk. Would the city do anything to fix the sidewalk if I were to reach out? Who would I even reach out to for this request, 311?”
