I’m wondering what’s the deal with cars being parked this way when the lines are clearly for regular parking? on 9th st around P.”

Big crash at 11th and S NW, across from Garrison Elementary. At at 3:27 AM, a green pickup truck with Maryland license plates came barreling down 11th St NW from U Street.
