And so the wind continues to blow. Doesn’t make it any less sad to hear though. And this one stings a lot for me. When I first moved to the District in 1997 this was my very first home away from home. But more on that when this is finalized. Suffice it to say I and many others have had lots of fond, fuzzy and crazy memories at one of the best true, and not used tritely, neighborhood bars – Angles. And Little Fountain Cafe of course has been one of the best “hidden gems” for years. They’d be celebrating their 23rd anniversary next month. Welp, the rumors have been swirling for a while and all I can say is – it’s true. It’s not a done deal yet but the owners are indeed in very serious negotiations to sell the building. Nothing has been finalized as of today but I’ll be updating with more details when it is official.

I’m now going to listen to Tom Waits for a few hours and hopefully stop weeping by this evening…

Last month we learned that the owners of NYC’s sports bars, Manhattan Proper and Proper West, were bringing one to the District – Proper 21.

The placard says:

“A restaurant offering American cuisine with entertainment and dancing. Sidewalk Cafe with a Total Occupancy Load of 40 seats.”

Columbia Heights/Park View residents have been eagerly tracking the opening of The Hilltop forever and recently heard that they would be opening “June 1 at the absolute latest”.

So maybe it’s a good thing that their Facebook page is down–like part of a rebranding for when they open.

Secondly, do any readers know if business owners get a certain number of months free of rent when setting up a new restaurant? Six months? One year? Four years?”

Next up in new beer gardens – Neal Place Tap & Garden. The liquor license placard says:

“A beer garden serving numerous varieties of beer on tap for on-premises consumption only. Beer served from a beer trailer offering a variety of foods provided by different daily food trucks with recorded music. Total number of seats: 150. Total Occupancy Load: 199. Total number of Summer Garden seats: 150.”

Dew Drop Inn

“To Whom it may concern and those who would like clarification on our new sign:

For 21-23 year olds, the Dew Drop Inn has to be extra vigilant, because 21-23 yr olds are more likely to show up at the bar knowing that someone in their group has a fake ID. Our policy is not to “ban” 21-23 year olds, but to be extra vigilant regarding their ID’s.

This is a bigger issue for alcohol establishments in college neighborhoods, because only about 25% of “college students” are of the legal drinking age (the Senior class); so most undergraduates are not old enough to be in bars. For this reason, being a “college bar” is not a working business model, even near college campuses.

And with high-quality printers and graphics, there is currently no fool-proof way of determining whether ID’s are fake or legitimate. ABRA (DC’s alcohol regulating agency) acknowledges that there are no scanners on the market that can 100% detect fake ID’s. Instead, security staff is supposed to be able to identify fake ID’s by knowing more than 50 state’s ever-updated ID’s, plus the US territories’, as well as foreign passports.

To further complicate the issue, when there is a breach, the Bar is penalized, not the adult with the fake ID (assuming that the person is over 18 yrs old). If an under-aged patron is found inside the bar with a high quality fake ID, then often both the Bar and the bartender are fined, while the under-aged adult with the fake ID is often simply escorted out of the establishment and sent on their way. So naturally this adds to the allure of using a fake ID – the worst that is likely to happen is that your ID gets confiscated.

So, being in a college neighborhood, Dew Drop Inn’s sign “welcoming” 24 yr olds, is our way of saying that we will be scrutinizing all of our younger patron’s ID’s very closely, and that we hope to err on the side of caution.”

“Was at Dew Drop Inn tonight [Saturday] and they were putting up lots of new signs saying they are only a 24+ establishment now. We asked security and bartenders what the change was about and everyone said they are “not authorized” to speak about what happened “last night.”
