My husband and I were running with our dog past Big Bear around 8:30am this morning (Sunday) when two dogs – they looked like young-ish vizslas – who were tied up outside Big Bear jumped into our path and one bit our dog Charlie. We managed to get between them and break it up before anything too serious happened. The owners came outside and we let them know what had happened but in the panic we left without getting their name or contact information (stupid mistake, I know!) By the time we got our dog home we realized that his back leg was bleeding quite badly. We’ve been to the animal hospital etc. but for peace of mind and after-care we want to see if we can find the owners to make sure their dogs are fully vaccinated.”

“Dear PoPville,

This happened at the intersection of 7th and Gallatin NW, just south of Kennedy St.

Yesterday my husband and I had an intense and scary encounter with a pit bull while walking our dog Lucky, a twenty-three pound mixed breed. Before I give you the harrowing details, know that everyone’s ok, but I want to share it to highlight three important message:

1) NEUTER your dog! There is absolutely NO reason for anyone who isn’t a professional dog breeder to have intact dogs (and even that’s questionable in many cases). Especially male dogs. Period.

2) EVERY DOG should have BASIC OBEDIENCE TRAINING and SOCIALIZATION with both dogs and people. Especially larger, powerful breeds.

3) NEVER let your dog roam freely and never just stick it out in your yard, even if you think it can’t get out.

Here’s what happened. We took Lucky on a long walk yesterday afternoon. About a mile from our house in a residential neighborhood we spotted a large pit bull that was off leash with no human in sight across the intersection we were approaching. This was a big dog, I’d guess 70-80 lbs, with a huge head, ripped muscles, and an intense stare.

Now, I know that pit bulls are great dogs and that most problems associated with them are 100% caused by how people raise and treat them. But I’m not so naive to think that there’s not the seedy pit bull dog fight/guard/status culture going on in DC where these dogs are trained and encouraged to be aggressive, especially towards other dogs. We had no way of knowing which kind of pit bull we were about to encounter. (more…)

Update from The Humane Rescue Alliance:

UDPATE: According to our humane law enforcement officer, the dog is no longer outside and the owner has agreed to bring her inside when necessary.

“The Humane Rescue Alliance and our humane law enforcement team has been actively monitoring the dog on Randolph Street and until today we were in regular contact with the dog’s owner. It is our understanding that the owner of the home where the dog was being sheltered was arrested this afternoon (apparently unrelated to the animal). The owner of the dog has subsequently removed her from her outdoor shelter and we are trying to determine the whereabouts of the dog and her owner.

As difficult as the video was to watch, people should understand that this situation with the dog’s shelter does not violate District law; the dog had shelter, in a wooden structure that is raised with straw bedding; the dog was being fed and given water.

Because this did not violate the law, we were limited as to what actions we could take. People should rest assured that when laws are violated, we seize animals. In fact, during this past weekend, we have seized two dogs from two different locations who were being kept outside without proper shelter. We constantly advise pet owners to bring their animals inside during extreme temperatures, and urged this dog’s owner to do just that repeatedly. We are continuing to closely monitor this developing situation.

“Dear PoPville,

Many of you are aware of the neglected dog that is kept outside 24/7 year round in a small pen in the backyard of the 1300 block of Randolph Street, NW. It is 23 degrees outside and snowing, and she is still there- shivering and shaking in the cold. A few of us have reported this situation repeatedly, and have been given conflicting information from Humane Law Enforcement regarding the level of care the owner is legally required to provide.

DC Code § 22–1001 (a) (1) states that, “Whoever knowingly…or unnecessarily fails to provide…proper food, drink, air, light, space, veterinary care, shelter, or protection from the weather, shall for every such offense be punished by imprisonment in jail not exceeding 180 days, or by fine not exceeding $250, or by both.”

I don’t how the wooden box, even with straw bedding, but lacking any heat source or even windflap to keep cold/precipitation out, suffices as “shelter, or protection from the weather”. There is no way that the temperatures in that “shelter” are above freezing.
