“Dear PoPville,

Has anyone had issues with an official, but paper, copy of a DC ID at area bars? Friday night a group of friends and I were celebrating my birthday and heading to HOGO for some cocktails. A few friends were meeting there, a few had already made it and were saddled up at the bar, the rest of us were arriving from dinner. When I got there my friend was on the sidewalk with a frustrated look on her face. She and my husband were arguing with the bouncer, who claimed that he was also the manager, about her being permitted in with this form of identification even though it reads This paper driver license is valid for 45 days. The paper driver license, including your photo, is acceptable and serves as your driver license until your card arrives in the mail. Carry this paper driver license with you while driving until you receive your driver license in the mail. If you received your driver license within 15 days, please call 311, the Citywide Call Center, or… None of us were even close to 21. Her ID at least identified her age as legal. Oh yeah, and she’s 7 months pregnant too.

He said it wasn’t valid and that she needed a passport. As I understand it, she and her husband just bought a house and were offered some sort of rebate that required them transferring their out of state IDs for DC licenses. Their former IDs got a hole punch through the expiration date and they were issued these temporary paper copies. And not everyone has a passport, much less feels comfortable carrying it around. Some people in our party pressed why do you care, you’re closing in a few months anyway? Another member of our party called the 311 number. When he reported the situation and said the ID holder was 7 months pregnant, the officer laughed. Later that weekend while out with the same friends, her husband used his paper ID all day at Nationals Stadium to buy beer.

So what gives? Is it legal to turn folks away for a paper ID? Does HOGO hate on pregnant non-drinkers? Curious what experiences your other readers may have had.”

“The name of the bar located at 2337 18th St. NW, previously known as “Pharmacy Bar”, will soon change to “Troublemaker Coffee Bar & Public House.”

Why Troublemaker? Because we thought it sounded cool! Just kidding. Seriously though, we took inspiration from a couple of sources, both of which subvert the more negative connotations of the word. The first source of inspiration comes from the colloquial translation of the late Nelson Mandela’s Xhosa middle name “Rohilahla.” Mandela and other historical figures like him are typically referred by their foes as “troublemakers” when all they are fighting for is a change for their people. Our goals are not so lofty but we are seeking to contribute to change.

The reputation of Adams Morgan is one of drunken debauchery, useless macho and chauvinistic displays coupled with destructive and self-destructive behavior, but anyone who spends any amount of time here during the day can see that it’s actually a pretty chill place. Many of the businesses that are open during the day have been here for decades and we’ve already become friendly with many of the local restaurant and shop owners. So the “trouble” we seek to make is simply to flip the script that’s been written about Adams Morgan. We intend on joining the many businesses that open their doors during the daytime when we begin to offer both freshly prepared, locally produced food as well as high quality coffee that’s been ethically sourced and roasted to near-perfection by established American roasters, international roasters as well as a few up-and-coming US roasters, looking for more exposure.

The second source of inspiration comes from Apple’s “Think different” campaign, paraphrased here:

“Here’s to the crazy ones. The rebels. The troublemakers. The ones who see things differently. While some may see them as the crazy ones, we see genius. Because the people who are crazy enough to think they can change the world, are the ones who do.”

The idea of taking over an establishment like Pharmacy Bar — given its geography, given its history — and “daring” to change it, could be seen by our friends and family as crazy enough. But the bar, the name and its fifteen years of existence belong to Kristaps Kreslin, his employees and the loyal customers who kept the place afloat, many of whom are our friends. We have our own ideas, concepts and areas of expertise and it is in our best interest to employ them as best as possible. All we can promise is that we intend to make Troublemaker exactly the kind of space that we ourselves would love to hang out at. (And we do! Stop by any night and you’ll find either Frank Hankins, Chuck Roberts or myself, Reggie Elliott at or behind the bar.)

Yes, yes but why “Troublemaker?” Well, in some ways it’s sort of like those animals that are able to camouflage themselves or even alter their physical appearance so that they resemble a more dangerous creature in order to ward off potential predators, when in reality, these insects, birds, fish or whatever are quite harmless. Those who know us know what kind of people we are and we are definitely NOT “troublemakers” but given Adams Morgan’s weekend late night reputation, perhaps it doesn’t hurt to have a little camouflage of our own.”

“Dear PoPville,

Any idea what’s up with outdoor bar space lately? On Friday evening, I stopped by Etto, Rebellion and Bar Charley, and all had closed their patios by midnight. Is this a new law, or something just recently enforced?”

This is has always been the law. When Bars/Restaurants apply for liquor licenses hours are always listed on the placard for indoor space and outdoor space. Outdoor space (except for some roof decks) almost always close by midnight on the weekends (11pm during the week) to be considerate to neighbors who live nearby. Can anyone think of a patio that has hours later than midnight?

Wednesday’s post about jeweler recs reminded me that we need to update our favorite first date locations and good date spots in general. So while I’m mostly curious about restaurants and bars, I’d also be interested to hear of good non eating/drinking date spots/ideas.

The Washington Post reported:

“Hogo is closing in early August, according to Tom Brown, the owner of the tiki bar and pop-up restaurant near Mount Vernon Square. Construction also could force the closure of the neighboring Passenger and Columbia Room after New Year’s Eve, though no date has been set in stone.”

Ed. Note: There have long been rumors that when the Passenger closes in Mt. Vernon Square they could reopen in another neighborhood if they find the right space.
