Anna M. Gould has lived in the District of Columbia for 16 years and considers herself a dog AND cat person. HRA is taking calls 24 hours a day, seven days a week. To report animal emergencies, please call (202) 576-6664. To report cruelty or neglect, please call (202)723-5730.

In recent weeks, PoPville has kept us informed about some animal cruelty cases here in the District. As much as we need to know about these things, reading about them can be disheartening. Fortunately, there are men and women fighting the good fight on behalf of our city’s animals. Did you know that DC has its own humane law enforcement?

I recently had the opportunity to attend a presentation by Chris Schindler, the Vice President of Field Services at the Humane Rescue Alliance (HRA). Almost entirely supported by donations, HRA is an animal welfare organization providing shelter for DC’s homeless animals. With staff and volunteers, they offer many programs to help animals and their families and educate citizens. In HRA’s Field Services division, Schindler is in charge of the special people responsible for humane law enforcement in the District. His team consists of a director, six Humane Law Enforcement Officers, 11 Animal Control Officers, four Animal Control Investigators, one wildlife specialist, and seven Field Services Dispatchers. Together they handle between 1800-2000 calls annually, while being on call 24 hours a day, seven days a week. (more…)

From the Humane Rescue Alliance:

“The Humane Rescue Alliance (HRA) is offering a $5,000 reward for information leading to the identification, arrest and conviction of those involved in a tragic case of alleged animal cruelty.

On Thursday, Feb. 28, a man brought a female dog to HRA’s New York Avenue location with severe head wounds apparently inflicted by an ax or a similar sharp instrument. The dog’s injuries were so severe that humane euthanasia was unavoidable. The dog, who appears to be an adult Bullmastiff (two years or older) and is estimated to be 80-100 pounds, was found in SE near the Southern Ave. Metro station. (more…)

“Dear PoPville,

My building received this email from management last night. Two thoughts:

Why is breed discrimination still allowed? Aren’t irresponsible owners the real problem?
How does the management company even know this dog is a pit bull? Who is paying for the genetic testing? Or is this a “pit bull until proven innocent” situation?

Also, who narcs on their neighbor’s puppy….”

“Dear PoPville,

This week, I was turning the corner onto our street/ house after a lovely evening (7 pm) walk with the dog. As with many dogs, though she is very friendly and well-trained, she’s terrified of skateboards and dockless scooters when they’re in motion and making noise. Knowing this, as I saw a young man on a scooter approaching us quickly, headphones in (corded for context), I held my dog by the collar and moved her as far to the edge of the sidewalk as I could.

With the other hand, I waved frantically to him. I finally got his attention and politely asked him to wait for us to round the corner to our house rather than zooming past us, because my dog (pointing to the cute, but growingly anxious, 60-lbs rescue shepherd mix I was physically restraining) doesn’t do well around scooters. If he could wait 20 seconds for us to get out of his pathway that would be great.

He told me to f*&k off and that if my dog had a problem with him scooting on the sidewalk, it should be put down, it’s not his problem and proceeded to zoom right by us. (more…)

“Dear PoPville,

The (photo above) got me thinking about dog poo etiquette. However one feels about dogs, I think we can all agree that leaving dog poo on the ground is just plain wrong, but after that there might be some disagreement. My questions for the community are:

1) Is it ever acceptable to put bagged poo in someone else’s trash can?
2) What about city trash cans? (more…)
