    Does anyone know if these 144 bars pay an extra permitting fee for this 4am-on-New-Year’s privilege; if so, what is it? Just curious.

      No, see the link above. There are only certain dates that ABRA allows it.
      That said, some of these venues (clubs) are going late into Wednesday morning. They can stop sales of liquor at 4am and then resume sales at 8am. Pretty cool – reminds me of old times in NYC in the 90s and early 00s.

    • The extended holiday hours program allows eligible ABC licensed restaurants, taverns, nightclubs, hotels and multipurpose facilities to sell and serve alcohol until 4 a.m. and operate 24 hours a day during certain federal holidays and three-day holiday weekends. Once a licensee is registered and approved for extended holiday hours for any holiday in the calendar year, the registration is valid for all remaining applicable holidays that year.
