“On April 28, 2021, President Joseph R. Biden, Jr., will deliver an address to a Joint Session of Congress in the Chamber of the House of Representatives beginning at 9 p.m.

The event is designated as a National Special Security Event by the Secretary of the Department of Homeland Security. The U.S. Secret Service and the United States Capitol Police, along with its law enforcement partners, including the Metropolitan Police Department and U.S. Park Police, are responsible for the preparation and coordination of the event’s security plan.

The following information addresses street closures throughout the Capitol Complex, parking restrictions, restricted access to the U.S. Capitol, and other details concerning the Joint Session.

Restricted Access – U.S. Capitol Building / Capitol Grounds

Due to the ongoing COVID-19 pandemic, the U.S. Capitol Building is closed to the public.

Access to the U.S. Capitol Building and Capitol Square will be restricted to only those with event credentials and authorized pedestrians beginning at 5 p.m.

Pedestrian and vehicle access to the Capitol Grounds will be restricted to only those with Congressional IDs or those with event credentials beginning at 7 p.m. No vehicles will be allowed within the Capitol Grounds beginning at 7 p.m., except for those displaying a current Congressional parking sticker with at least one occupant of the vehicle carrying a valid Congressional I.D., and/or a USCP special event placard and credential.

Street Closures

U.S. Capitol Police will put the following street closures into effect beginning at 7 p.m. on April 28. Access to the perimeter will be restricted to those bearing proper U.S. Capitol Police authorization and credentials.

These restrictions will be lifted upon the conclusion of the event.

“As thousands of sports fans and workers return to the ballpark, stadium and arena to support the region’s professional sports teams, Metro will be there to get them home even if the game goes beyond Metro’s normal closing time.

Beginning Tuesday, April 27, through the end of the year, Metro will “flex” service for an additional 30 minutes after the game ends, (until midnight), and will waive the fees normally charged to the team for extra late-night service. The rail station closest to the sporting venue will be the only station open for customers to enter. All other stations will be “exit only.” Anyone in line at that time will be accommodated.

The “flex” service will support the region’s economic recovery and provide fans and employees of the region’s professional sports teams – Wizards, Capitals, Nationals, Mystics, DC United, and The Washington Football team – an easy, convenient way to get to and from games.

“Metro is proud to be a part of this community, and we are excited to welcome back fans and workers who support our home teams,” said Metro General Manager/CEO Paul J. Wiedefeld. “We welcome them to ride Metro on game day with the assurance that Metro will be there for them on the ride home.”

“Mayor Muriel Bowser and the District Department of Transportation (DDOT) announced that, based on feedback from the community, a new proposed route has been selected for the return of DC Circulator service to Ward 7. The new 14.56-mile DC Circulator route, which will launch in 2023, will provide a unique east/west connection between Ward 6 and Ward 7, supplementing the existing WMATA Route 97 service, which only operates during peak hours. The route will serve Deanwood, Benning Road, Stadium Armory, and Union Station Metrorail stations. (more…)


“Dear PoPville,

I live on River Rd NW which has turned into a massive pothole both inbound and outbound from the Maryland border all the way into Wisconsin Ave, by the Tenleytown Target. They are nearly impossible to ignore unless you can somehow turn your car into a video game joystick. As this is a truck route into the city, the potholes seem to be getting worse. (more…)

“Please rest assured our operations team is working on resolving this issue immediately. Parking in bike lanes is completely prohibited under our user agreement and we will work to find out what went wrong here. We take numerous steps to prevent improper parking and promote safe riding and we will continue to improve our systems here in DC to prevent unfortunate instances like this one in the future.”

Jason wrote around 7:30: “Should see the car accident at Michigan Ave and North Capitol. Some rammed the car so hard the car is up in the air about 6-7′”
