Back in April we learned that Declaration from the owners of Lincoln and Teddy & The Bully Bar was coming to 804 V St, NW near the 9:30 Club. They’ve now posted a liquor license application that says:

“New full service casual dining restaurant specializing in intercontinental small-plate food with occasional live entertainment to include DJs, as well as occasional live music (3-4 piece band). Seating inside premises is 50. Total capacity inside premises is 65. Sidewalk Café with seating for 12.”

“Celebrated Virginia-based Chef and Restaurateur Tim Ma of Tim Ma Restaurant Group – Water & Wall, Gather + Feast, Chase the Submarine (Coming Soon/ Vienna, VA – September 2015), and formerly of Maple Ave Restaurant – has officially announced his plans to open his first restaurant in Washington DC – ‘Freehand’ – as early as November 2015. The upscale casual restaurant featuring a home-like setting will be based in the rapidly evolving neighborhood of Shaw in the new mixed-use commercial and residential space The Shay in addition to numerous other notable retail and hospitality brands.

Located at 1934 8th Street NW, Washington DC 20001 in The Shay, a 268-unit apartment building from the JBG Companies, Freehand will open to the public as a French and Asian Bistro with the hopes of serving as an extension of Ma and Hernandez’s home. Seating at Freehand will be limited to 50 with the goal in mind of being able offer guests a more personable and intimate dining experience – with a high focus on service, ambiance, and the creativity of constantly shifting menu items.

With the space designed by award-winning Griz Dwight of GrizForm Design Architects, the 2700 square foot space will debut tones touched with rich smoky blues, warm woods, gold metallic accents, an open kitchen, and a communal table where Chef Ma may entertain revamped Chef’s Table/Tasting Table experiences for up to 8-12 guests at a time, similar to his Gather + Feast experiences. Freehand will feature custom ceramic plateware exclusively created for the DC-based restaurant by talented artists Amber Kendrick and Ernie Niblack of VA-based Cloude Terre.

There will also be a bar component at Freehand, separate from the restaurant that will have its own identity as a boundary pushing bar, but also serve as a unique complement to the restaurant. A simplified menu will be offered at the bar, and the full cocktail, wine and beer program from the bar will be available to the restaurant.

Celebrated since 2009 following the opening of Maple Ave Restaurant and along with wife and partner Joey Hernandez, Ma has continued to evolve his hospitality brand by opening additional Northern Virginia-based restaurants and culinary projects including Water & Wall in Arlington, VA, Gather + Feast – an intimate and private Chef’s Table experience hosted by Chef Tim Ma and Fable Hospitality’s Neal Wavra in guests’ homes – and coming soon to Vienna, VA as early as September 2015, Chase the Submarine, a casual and eclectic sandwich shop and butcher shop combination in partnership with Michael Amouri, will specialize in offering guests creative sandwiches, and a complete butcher shop. Freehand will serve as Ma’s first restaurant to open in Washington DC. Ma and Hernandez no longer operate Maple Ave Restaurant.

Back in March we learned that “Espita Mezcalería is bringing artisanal mezcals and Oaxacan food to Shaw.” A few more detail from their liquor license placard:

“New full-service, high-quality restaurant with a bar specializing in Mexican cuisine and serving breakfast, lunch, dinner and late night fare. Seating inside premises is 88. Total capacity inside premises is 149. Sidewalk Café with seating for 58.”

Updates when they get closer to opening. This is in the same building as the All Purpose Pizzeria which is coming from the owners of Red Hen and Boundary Stone. Stay tuned on that front too.

9th and Q Street, NW

Thanks to all who sent emails about The Shaw Bijou coming to Shaw. The Washington Post reports:

“Next up: 25-year-old Kwame Onwuachi, whose résumé includes stints at such cachet-carrying eateries as New York’s Eleven Madison Park and Per Se. Onwuachi expects to open the Shaw Bijou later this year.”

“Dear PoPville,

Like South Shaw wasn’t having a bad enough summer…

…now we have someone sacrificing small animals for the dead. Someone has started leaving dead animals at the makeshift memorial on O St NW between 6th and 7th St. This block is just as bad if not worse than the intersection of 7th and P, with rampant drug use every single evening on both the north and south ends of the street. The Kennedy Rec center outside the basketball court is a hotbed for groups of young men to stand around, sexually harass women, and smoke drugs in plain view of the police.

On top of the regular unsettling behavior on this block, we now have the dead animals. The memorial is for Tamara Gliss, who was killed in a shooting on Memorial Day. For the longest time, the memorial was a collection of stuffed animals and a growing number of empty booze bottles. The bottles reached a quantity of about 50 when DPW finally had to come clean them up during the last major storm because a tree fell on the memorial and there was broken glass everywhere. The squirrel showed up three days ago. It was fully intact and looked like it had been hit with a BB gun. Today, a crow was there. This is so disturbing. I called the police, who can’t do anything because a crime is not actively happening. I sat on hold with DPW for 20 minutes before hanging up and reporting it as “dead animal cleanup” on the app, but that hardly addresses the major issue (and in my experience the app takes weeks to actually get a response). Someone in Shaw is purposely killing animals to leave at this makeshift memorial, which is super disturbing behavior. It’s been well over a month, and now another memorial for another person has popped up on the north end of the street near the basketball court. The city needs to clean up both of these before anything else escalates the situation.

I understand wanting to do something nice to acknowledge the untimely death of a friend, but these memorials are filled with people’s garbage and now are being treated as an excuse to kill local wildlife. The memorials are on public property and should be removed, but one has been there for a month and a half and the other for over 2 weeks.”

A resident writes:

“One of our Marion St street neighbors was just verbally and physically assaulted, and had her life threatened at the bus stop. The regular there with the incredibly droopy face and glassy eyes (Tony?) grabbed her and threatened to cut her throat. She is still very shaken up, but I got her to tell me what happened, and the police response was even more shocking than the assault.

One officer told her “he didn’t mean it”. Another officer told her she should walk on the other side of the street. And another officer told her that she should have stayed at the scene. Each of these so obviously ridiculous for so many reasons. With two drug-crazed stabbings in DC last week, one of which happened two blocks away, why shouldn’t she – and more importantly why shouldn’t the police – take this threat seriously? And why would she want to stay at the scene where a f*cking lunatic on drugs is grabbing her and threatening her? And why should we not be able to use that side of the street, just so it can be used for illegal activities? What if she wants to ride the bus?

I personally get along with the guys there usually, we say hi, they pet my dog and they know exactly how many days old my son is. I try to be neighborly with them. But that doesn’t excuse this type of behavior. They are not all innocent local old-timers that we should feel sorry about displacing. At least some (probably most) of them are on drugs and/or are selling drugs. I watch then from my window as they sneak around the concrete wall for quick hits off the crack pipe. It can’t be allowed to continue. Why is nothing happening after so many complaints? If this had happened to my wife while she was walking with our newborn son, we’d have one less person at that bus stop to worry about. The cops should not let it come to that though.”

Tasting Menu is $44 for 7 tasting portions and it changes every 2 weeks or due to availability. Currently it shows off grilled apricots {pancetta wrapped, mascarpone topped}, crab balls {100% local fresh Maryland lump & jumbo lump crab, w/caper aioli}, squash blossom risotto {with asparagus & corn} and wild boar strip lon {in Tuscan Mole}. The dessert menu had rhubarb crumble {w/house made cinnamon gelato} and peach parfait {w/bourbon peach maple syrup & housemade granola.”
