From Denise Krepp, ANC6B10 Commissioner:

“Crime is skyrocketing on Capitol Hill. Every morning we wake up to new police alerts regarding the thefts, assaults, and muggings that occurred the night before. Every day our iPhones ping with updates on the brazen robberies in neighborhoods across the city.

But you know what we don’t see? Prosecutions. The Department of Justice is responsible for prosecuting crimes in Washington, DC and they aren’t doing it. The prosecution rate for misdemeanors is 38%.

The Department of Justice will be at the Tuesday crime meeting hosted by Councilmember Charles Allen. The October 27th meeting is from 7-8:30pm at the Friendship Chamberlain Public Charter School (1345 Potomac Ave SE).

I encourage all of you to ask them the following questions about the crime and prosecution rates on Capitol Hill:

How many crimes have occurred on Capitol Hill in the past 2 years? Please provide specific information about each type – theft, assault, burglary, car-jacking, stabbing, rape, etc.
How many of these crimes have been prosecuted? Again, please break down this information by criminal act.
How many of the crimes have been resolved via plea deals? Please break down this information by criminal act.
Have many crimes have yet to be resolved?

In addition, you should ask them about their relationship with MPD. (more…)

From the Mayor’s Office:

“Below, please find a statement from Kevin Donahue, Deputy Mayor for Public Safety and Justice:

“The Metropolitan Police Department (MPD) is conducting a review of Monday’s unfortunate incident to ensure that all procedures were followed. Additionally, Mr. Goolsby and Mr. Brown can choose to file a complaint, which will result in an independent review. Mayor Bowser is committed to a fair and thorough review of Monday’s incident.

Since coming into office, Mayor Bowser has championed policies that improve police-community relations. In addition to undertaking community engagement on policing like the #IwishUknew youth forum, the Mayor provided funding so that all 2,800 officers who regularly interact with the public will be equipped with a body camera. If the officers involved here had been wearing body cameras, a recording of the entire incident – from the moment the call came in, to the end of the incident – would be available to those involved, and ultimately to the public. The program has not moved forward because the Council has not finalized rules. The Administration urges Council to pass rules so cameras can be deployed as soon as possible.”

WJLA reported earlier today:

“In a news conference Thursday afternoon, Peter Grenier, the lawyer for Jason Goolsby, a UDC student who was chased and handcuffed by D.C. police, said if his client were white the whole incident would have never happened. He said lawyers are looking into civil rights violations under the Constitution.

A video of the incident shows a young man on the ground screaming as police are pinning him to the ground and jerking his hands behind him as they handcuff him. The incident took place Monday, Oct. 12 on Capitol Hill.”

“Dear PoPville,

Last Wed (Sept 30th) around 11pm, I was getting ready to go to bed when I noticed a man staring through my living room window. I live in an English Basement with bay windows on the north side of Penn Ave on 6th St SE (just a couple of block from Eastern Market). The man actually walked past our gate and was hiding behind a big potted plant in front of the window. The majority of my blinds were closed and I only had the very top opened to let in some light. This is particularly creepy, because you have to get really close to actually be able to see inside, so it wasn’t that he just walked by and saw me, but had to actually come in and move around the plant’s foliage. As soon as he saw that i saw him, he ran out.

I called the cops and they sent an officer who took a report. Unfortunately, there’s not much they could do, but they were really nice and said they would increase patrol in the area and said to keep all blinds closed, especially at night when it’s easier to see inside when the lights are on. I doubted calling them, but they said to please always call when something like this happens. The next day I mentioned it to my next door neighbor and she said the same thing happened to her the week before around the same time. Neither one of us got a good look at his face, but we both noticed he was short, overweight, Hispanic/Latino and wearing a drawstring backpack.

Sending this out to warn anyone else living in this area of the Hill, since he’s clearly done this more than once. If you see him, please call the cops and make a report so they can increase patrol and hopefully catch the creep!”
