Status of Tivoli Gardens 2016 Edition

Hi! So, years ago and maybe more recently, there were a lot of complaints around the web and here ( & about bed bugs at Tivoli Gardens in north Columbia Heights.

There was a “Tivoli Gardens Update in the forums in 2012 ( and I want to reboot the conversation.

I’m thinking about renting one of the newly renovated units in the Otis building and curious if the bugs are still a problem. Thoughts? About the bugs or about the property in general. I’m really on the fence.

Major Maintenance Issues (Flood, Electrical) at The Swift

Dear PoPville,

I’ve had horrible maintenance problems in my apartment at the (brand new!) The Swift at Petworth since I moved there in August. So far, I’ve had an incorrectly installed stove/oven, a fire alarm malfunction that happened at 3 am, an electrical outage in my unit, and a flood (2 inches of water everywhere in my apartment) caused by what I’m told was a burst pipe in either the fire suppression system or the building’s AC system (I haven’t yet heard definitively what burst). I’m currently out of my apartment for at a minimum two weeks.

Since having these issues (and especially the flood), I’ve been dealing with slow responses from management and bad service. They’ve stonewalled me and told me to contact renters’ insurance for my accommodations. Unfortunately, that requires me to pay up front and has a high deductible. As far as I can tell, Polinger hasn’t done anything explicitly illegal (though I haven’t had time to look through DC rental regulations), but it is at the very least horrible business.

This is a management company that should be looking out for its renters, but they’re treating me terribly! Since my apartment flooded, I wait hours for management to respond to emails and requests. I think I’m paying for a price point that begs for a better level of service and significant reparations, as this flood was caused by the building’s water line burst.

What resources are available to me at this time to find alternate accommodations, re-negotiate my lease, etc? Has anyone else had any issues dealing with Polinger?

Side note, I STRONGLY advise against living in this building or any Polinger property. If you’re in the market for an apartment, STAY AWAY. I’ve lived in DC for 5 years and had 4 landlords, and this with this management company, I’ve experienced the most issues, the worst response, and the worst service yet.

Agent Recommendations – Multi-Unit Properties

I’m looking to buy my first place and wanted to see if anyone had good recommendations for agents. Specifically, I’m looking for an agent that knows DC very well – especially the neighborhoods of Shaw, Truxton Circle, and H St/Trindad – as I’m looking primarily in zip codes 20001 and 20002.

I’m targeting multi-unit properties (anywhere from 2-4 units) and am looking for a value buy. I’d like to purchase something that is in livable shape, but it does not need to be pretty or anywhere near turnkey condition. The plan would be to live in one of the units and rent out the others to reduce mortgage costs and expenses, and perform much of the maintenance and upgrading of the units myself.

Anyone have recommendations on agents that have experience with those types of properties? Or have general advice on this approach? If anyone reading has done a similar process on their own, I’d be very interested in connecting to hear more about your experience.

Owner re-occupying my apartment — when does the 90 day clock start?

Hey folks, I have what I think is a quick question. The owner of my unit who I am renting from has sold the unit. The new owner is going to move in themselves, so they are giving me 90 days notice to vacate. (I’ve already waived my right of first refusal, we don’t want to buy the place ourselves.)

My question is, when does that 90 day clock start? When the sale closes and is final, or some time before? The new owner has said I have until May 31 to leave, but he doesn’t expect the sale to close until March 31, which would seem to indicate I have until the end of June, not end of May, for my 90 days.

So, when does the clock start on this? Thanks!
