L’Enfant didn’t think this far ahead.  If you look at his original plans, there’s a conspicuous white space at the point where Rhode Island, New Jersey, and Florida Avenues are supposed to meet.  Unfortunately, that triangle is still terra nullius of a sort.  The difference is that it’s now a concrete wasteland instead of a natural one.  What would be the made up acronym for this noticeable hole in the fabric of gentrification?  Rhoflosey?  New Rho-ida?  Jerida Island?

There are three gas stations in a row on that stretch of Rhode Island Avenue.  You’d think that the invisible hand of the free market would cause at least one of them to go bust, but that’s where you’d be wrong.  You’d also think that the zoning office or local ANC would have said something, but apparently not.  Hess seems to do the best business of the three, possibly because it has a hidden Dunkin’ Donuts which I only noticed after months of walking by.  BP is the station of choice for the neighborhood drunks and ne’er-do-wells, who like to hang out across the street and take naps on the grassy knoll.  Valero wins the award for sketchiest looking market.

Around the time when Justin Bieber becomes eligible for Canadian Medicare, the streets in this area will be redone in order to create a major streetcar transfer point. For now, though, the pavement on Florida Avenue is starting to look like a sine wave.  It’s going to need some help sooner rather than later.

After careful thought and observation, I’ve come to the conclusion that the source of this area’s problem is the LeDroit Park post office.  It should be a neighborhood amenity, but the limited weekday hours throw that right out the bullet-proof window.  You’d think a facility like that couldn’t possibly justify its operating costs, yet it somehow avoided the last round of cuts.  It was that valuable to someone.  (Eleanor Holmes Norton, perhaps?)  The USPS holds the lease on that property through 2016, in case you were wondering.

Dear PoPville,

Yesterday I was driving on Capitol Hill and had to repeatedly hit the brakes because a Metro Bus was swerving into my lane. When we finally reached the red light, I looked over and saw the bus driver was texting! Who can we contact about this type of egregious behavior? And do they even care? Too often I see buses run red lights or drive around other cars, forcing them off to the shoulder to avoid getting hit.

Following an intense period of rebuilding and modernization work virtually every weekend, Metro is taking a four-weekend break from scheduled track work to allow customers to enjoy cherry blossom season.

“While the work we do almost every weekend is necessary to get the system back to a steady state of safety and reliability, we are in a position where we can take a short break to let everyone enjoy the season,” said Metro General Manager and CEO Richard Sarles. “The spring break will give people an opportunity to experience the type of system we are working toward.”

This year’s break will take place over four consecutive weekends, today through Sunday, April 14. During this time, the only planned weekend work will take place after 10 p.m. on Sunday evenings, when ridership is light.

Metro is in the midst of the largest capital program since the original construction of the system, as crews work to eliminate a multi-year backlog of infrastructure needs. Rebuilding work is scheduled almost every night and every weekend.

Weekend rebuilding is more than 70 percent more productive than overnight work because, after setting up the work zone, personnel have 48 hours of uninterrupted rebuilding time. In contrast, overnight work windows only allow between three and five hours of productive time on the tracks. In addition, weekend outages are the only way to safely accommodate heavy construction activity, such as the platform rebuilding projects currently underway at Takoma, Fort Totten and Deanwood.

This fiscal year alone, Metro plans to tamp 32 miles of track, weld 1,000 rail joints for a smoother ride, replace 12,000 wooden cross-ties and more than 20,000 rail fasteners, and repair more than 2,000 tunnel leaks to mitigate water infiltration.

Starting Monday, March 25, Metro will add nine new southbound trips on 16th Street NW during the morning rush hour.

The new “short trips” will serve only the southern portion of the S-Line bus corridor, where customers frequently experience extremely crowded buses and difficulty boarding. The additional buses will start service at 16th St NW at Harvard St NW, making all S2 stops on 16th Street to H St NW. At H Street, the buses will turn left to 14th St NW.

Because the buses will start enter service at Harvard Street NW, passengers at bus stops south of Mount Pleasant should find it easier to find room to board.

The additional nine trips will operate weekdays from 7:30 to 9:15 a.m. Currently, the lower portion of the 16th Street Line is served by 57 bus trips during this period, including limited-stop MetroExtra service on the S9. The additional nine trips will bring this total to 66.

Metro bus planners worked cooperatively with the Dupont Circle ANC to address the issue of crowded conditions on S-Line buses. The additional service is considered a “late add” to upcoming service changes and, as such, will not appear in printed timetables until June. Metro’s online trip planner will reflect the additional trips.

Today’s announcement is the latest in a series of improvements to bus service as part of Metro’s $5 million “Better Bus” initiative. Earlier this week, Metro announced new MetroExtra limited-stop service on Martin Luther King, Jr. Avenue starting March 24, as well as new Saturday MetroExtra service on Georgia Avenue NW.

In December, Metro extended the hours of MetroExtra service on 16th Street to provide additional capacity during the late-evening hours (between 7 p.m. and 9:30 p.m.).

The ongoing effort to rebuild and upgrade the Metrorail system to provide safer and more reliable service will continue over the weekend of March 15-17 on the Red and Orange lines. The work will begin at 10 p.m. Friday and continue through system closing on Sunday.

There is no scheduled work this weekend on the Green, Yellow or Blue lines.

On Saturday, March 16, the Metrorail system will open two hours early — at 5 a.m. — for the Rock ‘n’ Roll Marathon.

Red Line
• Free shuttle buses will replace Red Line trains between NoMa-Gallaudet and Takoma for ongoing platform reconstruction, track upgrades and DDOT bridge work.
Three stations will be closed: Rhode Island Ave, Brookland and Fort Totten.
• Red Line trains will operate in two segments: between Glenmont and Takoma, and between NoMa-Gallaudet and Shady Grove.
• Trains will operate every 10 minutes from 9 a.m. until 9 p.m. and every 15 minutes at other times.
• Shuttle bus service will operate between NoMa-Gallaudet and Takoma stations. Customers using shuttle bus service should add up to 40 minutes to their travel time. • Customers can use Green Line trains between Fort Totten and Gallery Place to avoid the work zone.
• Note: To allow for bus connections, the last train of the night from Glenmont to Takoma will depart 38 minutes earlier than normal — at 1:59 a.m. on Friday and Saturday nights, and at 10:59 p.m. on Sunday night.

Orange Line
• Orange Line trains will single track through two work zones: between East Falls Church and West Falls Church for Silver Line testing, and between Stadium-Armory and Cheverly to allow for platform reconstruction, tie and insulator renewal, and track maintenance.
• Orange Line trains will operate every 24 minutes throughout the weekend.
• Customers traveling on the Orange Line should allow about 15 minutes of additional travel time.

Metro Transit Police today charged Michael Levaughn Williams, 19 of Washington, D.C., with Misdemeanor Sexual Abuse for an incident at L’Enfant Plaza on January 29, 2013. Williams is alleged to have approached a female victim on the New Carrollton/Largo Town Center platform and grabbed her inappropriately from behind. She was able to break away and board the waiting train.

Subsequently, on February 2 at approximately 9:45 a.m., the same victim alleges that Williams approached her again, this time through the emergency doors of a Vienna-bound Orange Line train. The victim reported that Williams began assaulting her by touching her inappropriately. A bystander intervened, contacted the train operator via the emergency intercom, and requested the help of Metro Transit Police. Williams ran off the train at the next station and left the area prior to police responding.

Transit Police Detectives were able to identify the suspect, and a bulletin was issued to all MTPD officers with Williams’ description and photo. He was stopped and arrested yesterday by two MTPD patrol officers.

Williams was charged today in connection with the assault at L’Enfant Plaza. Additional charges for the February 2 incident are pending.

Sexual assault or harassment are not tolerated on Metro. Victims and bystanders should contact Metro Transit Police immediately at (202) 962-2121. Victims can also report incidents online at www.wmata.com/harassment.

The Metropolitan Police Department (MPD) has provided the following information about scheduled street closures for the 2013 Rock N Roll USA Marathon and Half Marathon that will be held in the District of Columbia on Saturday, March 16, 2013.

In order to facilitate this event there will be no vehicular traffic allowed along the routes of the races. However, there will be bump routes that will allow vehicles to cross when runners are not present. The races are scheduled to begin at approximately 7:25 a.m.; however some street closures will begin as early as 12:00 a.m. around the start and finish line. All streets affected by this event are expected to be reopened as early as 9:30 a.m., and no later than 2:00 p.m.

Motorists should expect delays during the races. Citizens who have issues that need resolution or if there are any questions regarding traffic access points during the races are advised to please call 202-727-9099.

The marathons will form at Constitution Avenue, NW, just east of 14th Street, NW.

• Free shuttle buses will replace trains between Stadium-Armory and Cheverly to allow for platform reconstruction, rail joint and fastener renewal, grout pad rehabilitation and communication system upgrades. Two stations will be closed: Minnesota Ave and Deanwood.
• In addition, trains will single track between East Falls Church and West Falls Church to allow for signal system integration with the new Silver Line extension.
• Orange Line trains will operate in two segments throughout the weekend: between Vienna and Stadium-Armory every 20 minutes, and between New Carrollton and Cheverly every 20 minutes.
• Shuttle bus service will operate on two routes: Local buses will operate between Stadium-Armory and Cheverly serving all intermediate stations; add up to 30 minutes of travel time. Express buses will operate between Stadium-Armory and Cheverly stations only; add up to 20 minutes of travel time.
• Note: To allow for bus connections, the last train of the night from New Carrollton to Cheverly will depart 50 minutes earlier than normal — at 1:46 a.m. on Friday and Saturday nights, and at 10:46 p.m. on Sunday night.

Blue Line
• Free shuttle buses will replace Blue Line trains between Stadium-Armory and Benning Road to allow for platform reconstruction, rail joint and fastener renewal, grout pad rehabilitation and communication system upgrades.
• Blue Line trains will operate in two segments throughout the weekend: between Franconia-Springfield and Stadium-Armory every 20 minutes, and between Largo Town Center and Benning Road every 20 minutes.
• Customers using shuttle buses to travel through the work zone should add up to 15 minutes to their travel time.
• Note: To allow for bus connections, the last train of the night from Largo Town Center to Benning Road will depart 14 minutes earlier than normal — at 2:10 a.m. on Friday and Saturday nights, and at 11:10 p.m. on Sunday night.

Red Line
• Red Line trains will single track between Judiciary Square and Rhode Island Avenue to allow for track renewal and communication system upgrades.
• Throughout the weekend, trains between Shady Grove and Glenmont will operate every 20 minutes.
• Between 9 a.m. and 9 p.m. on Saturday and Sunday, additional trains will operate between Shady Grove and Judiciary Square, resulting in service about every 10 minutes between those stations.
• Customers on the eastern side of the Red Line should allow about 10 minutes of additional travel time.

Green/Yellow Lines
• Green and Yellow line trains will single track between L’Enfant Plaza and Mt Vernon Square to allow for track maintenance and ceiling tile replacement.
• Yellow Line trains will operate every 20 minutes between Huntington and Mt Vernon Sq only.
• Green Line trains will operate every 20 minutes between Branch Ave and Greenbelt.
• Customers should allow 10 minutes of additional travel time.
