According to witnesses on the scene. Around midnight. A car traveling in westbound lanes of RI Ave, jumped the curb full speed into circle, plowed thru a row of benches and iron fences, leaving a debris field, before hitting that tree, scraping off bark, and spinning around to face 180 degrees.
