“Tarps on Cars – why don’t we all just get car covers and park wherever we please?”

Update from DPW:

“The Department of Public Works takes locating scofflaw vehicles and getting them off the street seriously. Parking enforcement officers are trained to inspect all vehicles, including those with car covers. The use of a car cover does not exempt a vehicle from inspection, ticketing, or further enforcement actions. We also encourage residents to submit 311 requests if they see a vehicle in violation of the city’s parking laws. Such requests are all part of the process of identifying vehicles that may pose a danger to the community and maintaining safe and accessible streets for all.”

Following a series of parking enforcement actions in 16th Street Heights that results in a number of cars with thousands of dollars of tickets being towed, there is a proliferation of cars parked on the streets completely covered by tarps. The tarps conceal their license plates, making enforcement all but impossible.

I know for a fact that many of these cars have invalid license plates. In trying to get DPW to take enforcement action, I was told by a DPW official that is perfectly legal to conceal license plates with a tarp, including for cars parked on public streets. Is this true? If so, why don’t we all just get car covers and park wherever we please?”
