Figured people might want to know, there is an older man, bald about 5’6 who walks around Capitol Hill up 7st NE between H and East Capitol. He has a large black lab that’s on a leash but very aggressive and a small Papillion that is off leash and darts up to other dogs.
His dog has run up to mine multiple times, and my dog is mostly friendly but does not like dogs running up to him when he’s leashed. I said “hi my dog isn’t friendly” and didn’t do anything about it until I had to use my foot to shoe his dog away while his black lab growled and snapped at me and my dog. When I told him his dog should be on a leash he said “fuck you don’t walk on this block then” then proceeded to walk down the rest of the block screaming at me in Italian.”
