I (late 20s woman) was walking down Q St NW in Georgetown (Monday), minding my own business, when a guy parked on the side of the street called out to me asking if I could come over. I turned around and saw that it was a guy in his mid-20s in a dark gray Jeep (Maryland tags), and he wasn’t wearing a shirt.
He asked me to come closer but I kept my distance, then he asked me if I could watch him “jack off.” Then he asked me to record him doing so. I didn’t get close enough to see if he was fully nude but I did manage to get a photo of his license plate. As soon as he saw what I was doing he quickly drove away. I called the cops and reported all this but wanted to share it more publicly to warn people in the area.“
