Do we know why the stoplights at Lincoln Road and Rhode Island NE appear to have changed to flashing red for Lincoln traffic and flashing yellow (i.e. permanent “go”) for Rhode Island traffic?

I know there is a push to make that stretch of Lincoln Road safer and I’m wondering if this is a step in that direction, or an attempt by the city to alleviate traffic for commuters at the expense of local pedestrians? I tried to cross at 3:15pm and had to go to another intersection. It was school pickup for at least two schools nearby and I saw multiple thwarted kids with backpacks and other people trying to make a run for it.”
