“Advice on RPP permits with a car with out-of-state plates?”

“Dear PoPville,

I’m a student in DC driving a car with out-of-state plates. I will only be here for this school year and want to park by my apartment in the district.

I see according to the fancy new ParkDC website that in order not to get a ticket, the vehicle has to have an RPP permit or visiting pass. I know these come with registering the car in DC, but I don’t think I want to do that since I’ll only be in the district a short while. And the “visitors” pass seems to come with a requirement to give an address for someone who I’m “visiting.” Is there any way to obtain (i’d pay here!) a year long parking pass for an ANC parking permit?
