Anyone know why the lamp lights are flickering in both Washington Circle and Logan Circle at night? At least in Washington Circle, this has been going on mysteriously for years and I noticed the same in Logan Circle this weekend. Is it supposed to be a deterrent from people sleeping in the parks, an electrical issue, ghosts, or something else?”
