“Dear PoPville,
Not a great picture because I took it through my windshield. Thursday afternoon 4 o’ clock. Guy is sitting in car looking at his cell phone with blinkers on. Traffic backed up 3 blocks. This must be a small taste of living in SF.”

This may be a long shot, but I figured I’d try it. Last Friday, May 8, around 4:40pm, my wife and I were driving north on 13th Street NW. We stopped in the right lane at a red light at the intersection with Kansas Avenue and Quebec Place. When the right turn arrow turned green, we started to turn onto Kansas Avenue.
