Normal Blue and Orange line service has been restored for the Wednesday morning commute following a minor derailment last evening near Rosslyn Station.

Metro crews successfully re-railed the wheels that had come off track and, working through the night, made repairs and tested the track and switch equipment near the location of the incident.

Incident Background

Shortly after 7 p.m. yesterday, one set of wheels on the first car of a Franconia-Springfield-bound Blue Line train derailed as the train was departing Rosslyn Station. There were no injuries aboard the train, and all passengers were safely offloaded from the train to the platform in less than 10 minutes. Metro estimates that there were approximately 1,000 passengers aboard the train.

The cause of the incident remains under investigation.

The devices will be recycled and the proceeds will fund maternal and child health mobile technology projects in Mali, Malawi and Nepal.

You can donate your used cell phone and portable electronic devices on Wednesday, April 25th from 7:00 AM-9:30 AM at 15 busy Metro stops. Donation boxes will be located at the entrances/exits of the following stations:

Metro’s efforts to rebuild the rail system will continue over the weekend of April 20-22. The work will begin at 10 p.m. tonight (Friday, April 20), and continue through system closing on Sunday, April 22.

Red Line: Buses will replace Red Line trains between Rhode Island Avenue and Silver Spring stations to allow for tie work, rail fastener replacement, grout work, rail and insulator renewal, and station platform reconstruction at Fort Totten and Takoma stations. Blue Line: Buses will replace Blue Line trains between Rosslyn and Pentagon stations to allow for replacement of wooden rail ties. Arlington Cemetery Station will be closed. Blue Line trains will operate in two segments: between Rosslyn and Largo Town Center, and between Franconia-Springfield and Mt Vernon Square (via Yellow Line bridge). Orange Line: Trains will single track between East Falls Church and West Falls Church to allow for testing associated with the Silver Line extension. No significant delays are expected from this short stretch of single tracking, and Orange Line trains will operate at regular weekend intervals. Metro has begun testing a new, secure bicycle parking facility at the College Park Metro station.

Metro’s first Bike & Ride facility, which is expected to open to the public next month, is a secure, enclosed parking structure with space for more than 100 bikes. The enclosed 2,400-square-foot room can be found on the first level of the parking garage.

Bike & Ride users will need a personal access card to enter the Bike & Ride, providing a second level of security beyond a bike lock.

Bike parking in the facility is charged at a rate of 2 to 5 cents per hour. There are no monthly or annual fees. A one-time $5 charge is applied for new customer ID verification.

The testing period, which will continue for about a month, will allow a selected group of users to try out the new system and evaluate how it works. Metro is looking for comments on everything from the lighting, access and racks to the signs, card and door. Once comments from the testing period are addressed, the facility will become available for all registered Metro customers to use.

The Examiner reports:

“The DC Taxicab Commission on Wednesday raised the rate to $2.16 per mile, up from $1.50 per mile. It also increased the wait-time rates, which kick in any time the cab is going slower than 10 mph, to $25 per hour, up from $15 per hour.”

At least the $1 surcharge for extra passengers is being removed unless the taxi is a van…

Following several weeks off for Cherry Blossom season, Metro’s massive rebuilding effort, known as Metro Forward, will resume with midday track work on Monday, April 16, and with weekend track work on Friday, April 20.

During major track work projects, free shuttle buses replace trains along a portion of a rail line where rebuilding is underway, an approach that allows Metro to work faster and safer while minimizing the number of customers inconvenienced elsewhere on the line.

Metro is encouraging community organizations and local businesses to consult the track work calendar when planning special events.

The major track work calendar is posted at wmata.com/trackwork. Customers should take special note of the following scheduled outages:

Buses will replace trains on portions of the Red Line over eight weekends this summer, including four consecutive weekends from late July to mid-August. The Red Line is Metro’s oldest, and is the first to undergo major reconstruction.

Over Labor Day weekend, August 31 through September 3, Metro will perform its annual inspection of the Yellow Line bridge over the Potomac River, along with other track work in the area. As a result, buses will replace Yellow Line trains between Pentagon and Archives, and between Waterfront and Archives on the Green Line.

During the weekend of September 7-9, the Red Line will be shut down between Dupont Circle and New York Avenue (NoMa-Gallaudet). Metro Center will remain open for Orange and Blue line service, and Gallery Place will remain open for Green and Yellow line service.

Buses will replace trains on the eastern leg of the Blue Line, from Stadium-Armory to Largo, during the weekend of October 5-8. On the Orange Line, buses will shuttle customers between Stadium-Armory and Minnesota Avenue stations.

Metro is introducing a public awareness campaign to combat sexual harassment of customers while using the system.

The first phase of the campaign, launched today, includes an online portal for customers to report incidents to Metro Transit Police, along with improved data tracking of incidents. In addition, new customer awareness posters will soon be displayed in train stations and onboard buses and materials will be distributed across the system.

The online reporting tool, located at wmata.com/harassment, allows someone who feels they were sexually harassed to report the incident directly to Metro Transit Police using a web-based form. Information submitted through the web portal is immediately transmitted to Metro Transit Police for follow-up action, and people who report incidents have the option of remaining anonymous. Metro has also established an email address ([email protected]) to allow victims to send photo or video files to assist an investigation.

The new posters, flyers and handouts, developed in English and Spanish, are intended to raise awareness about the issue of sexual harassment in public spaces and encourage victims to report incidents to police. The award-winning campaign was created by the Massachusetts Bay Transportation Authority (Boston T), who agreed to license the campaign materials to Metro at no cost.

“This purpose of this outreach is to let people know that it’s not okay to sexually harass people on Metro,” said Metro General Manager and CEO Richard Sarles. “We are encouraging anyone who may be harassed to report the incident to Metro Transit Police, and we appreciate the support of the advocacy groups in getting our message out into the communities we serve.”

The District Department of Transportation (DDOT) announced the next quarterly update meeting for the H Street/Benning Road Streetcar line is planned for Thursday, April 12.

At this meeting, DDOT will provide an update on the status of the 2.5 mile streetcar line that is scheduled to be fully operational along the H Street/Benning Road corridor in summer 2013. The update will include information about the design-build contract and details on the historic and cultural resources evaluation along the corridor.

DDOT will also be presenting and soliciting public input on the conceptual site plans under consideration for the Car Barn and Training Center (CBTC). The CBTC will be located at the eastern end of the streetcar corridor on the northwest corner of 26th Street NE and Benning Road NE. The conceptual plans to connect the streetcar to Union Station at the western end will also be presented.

Ward 5, 6 and 7 residents, as well as other interested stakeholders, are encouraged to attend this meeting to hear about the latest updates on the H Street/Benning Rd streetcar line, provide input and ask questions.

The information materials that will be presented at this meeting will also be made available online at dcstreetcar.com after the meeting takes place.
