Alas a reader rightly pointed out it is very likely somebody with mental health issues.
We’ve reported similar upsetting incidents back in 2018. Good reminder to check under the handles real quick tho.

“Dear PoPville,
During the past few months, I’ve noticed more and more Capital Bikeshare bicycles in situations in which they normally would be seen. God damn I needed this. Thanks to Chuck for sending.
*This series will feature any pets in a backpack/bag. On metro, or not. Corgi, or not. Please email your sightings to [email protected]

Spotted this guy in Cleveland Park yesterday
Ed. Note: Don’t forget you can get a free ride today to celebrate the 9 year anniversary. Just don’t forget to park it back in a proper dock when you’re done.

But I have answered, and answered with vigor:
Capital Bikeshare shares with us, “We’re committed to bringing them back in the fall. Can’t wait!”

In this case – especially wrong. Unless you were blind drunk. Then well done for recognizing you should not be operating any kind of transport. Carry on and be safe y’all!
