Arrest in the Homicide of Hae Soon Lim in 700 Block of H Street, NE

On Thursday, June 14, 2012, at approximately 6:15 am, a First District officer was flagged down by a citizen who notified him of an unconscious person in the 700 block of H Street, NE. The officer located an adult female, inside a business establishment, suffering from what was later determined to be a gunshot wound. DC Fire and Emergency Medical Services personnel responded and did not find any signs consistent with life. The victim was pronounced dead by a member of the Office of the Chief Medical Examiner.

The decedent has been identified as 64-year-old Hae Soon Lim of Rockville, MD.

On Wednesday, November 28, 2012, 46-year-old Steven Vondell Williams of Northwest, Washington, DC, was arrested and charged with Murder Two while Armed in the shooting death of Hae Soon Lim.

Arrest Made in the Homicide of Howard Ricardo Sampler in the 1500 block of 45th Street, NE

On Tuesday, January 3, 2012, at approximately 5:55 pm units from the Sixth District responded to a call for a shooting in the 1500 block of 45th Street, Northeast. Upon arrival, they located the victim, an adult male, suffering from multiple gunshot wounds. DC Fire and Emergency Medical Services personnel responded to the scene and transported the victim to a local hospital. The victim later succumbed to his injuries and was pronounced dead.

The decedent is identified as 21-year-old Howard Ricardo Sampler of Southeast, Washington DC.

On Tuesday, November 27, 2012, 20 year-old David Tyrone Robinson of Northeast, DC, was arrested and charged with Murder Two while Armed for the homicide of Howard Ricardo Sampler.

Arrest Made in the Homicide of Thomas Glenn Lipscomb in the 3400 block of Minnesota Avenue, SE

On Tuesday, April 26, 2011, at approximately 12:00 pm, units from the Sixth District responded to a residence in the 3400 block of Minnesota Avenue, SE. Upon their arrival they discovered an adult male unconscious and unresponsive. A member of the Office of the Chief Medical Examiner pronounced the victim dead.

On Wednesday, April 27, 2011, an autopsy was conducted by a member of the Office of the Chief Medical Examiner for the District of Columbia who ruled the death a homicide as a result of blunt force trauma.

The decedent has been identified as 49 year-old Thomas Glenn Lipscomb of Southeast, Washington, DC.

On Wednesday, November 28, 2012, detectives from the Homicide Branch arrested 42 year-old Dennis Washington of Southeast, Washington, DC, charging him with Second Degree Murder in the homicide of Thomas Glenn Lipscomb.

First District

Monday, November 19, 2012, at approximately 11:15 pm, a complainant was at 6th and H Streets, NE, when a suspect knocked him to the ground, took his bike, and fled. An adult male suspect was arrested for Robbery (Force and Violence).

Third District

Saturday, November 17, 2012, at approximately 11:20 pm, a complainant was in the 2400 block of Ontario Road, NW, when a suspect approached her from behind and attempted to take her phone. A struggle ensued, causing the complainant to suffer a minor laceration to her hand. The suspect fled and was apprehended a few blocks away. An adult male suspect was arrested for Assault with Intent to Commit Robbery.

Wednesday, October 31, 2012, a victim and a suspect known to the victim were in the 1300 block of Harvard Street, NW, when the suspect displayed a handgun and robbed the victim of his wallet, credit cards, phone, and a video camera. The suspect ordered the victim to drive to another location. The victim was able to get away and the suspect fled. On Wednesday, November 21, 2012, a juvenile male was arrested for Robbery While Armed.

Fifth District

Thursday, November 22, 2012, at approximately 4:08 pm, a complainant was in the 1300 block of North Capitol Street, NW, when a suspect punched him in the face and took U.S. currency. An adult male suspect was arrested for Robbery (Force and Violence).

Seventh District

Saturday, November 17, 2012 at approximately 2:02 am, a victim was in the 1000 block of Southern Avenue, SE, when he was approached by four suspects. One of suspects announced a robbery and pushed the victim. The suspects took the victim’s wallet and cell phone. Two juvenile males and two adult males were arrested for Robbery (Force and Violence). The victim’s property was recovered.

Tuesday, November 20, 2012 at approximately 9:22 pm, a complainant was in the 3000 block of 9th Street, SE, when he was approached by two suspects one of which was armed with a handgun. The suspects took the victim’s cell phone, a wallet containing U.S. currency and other items, car keys, and a jacket. An adult male was arrested for Robbery while Armed.

Dear PoPville,

I was sitting in my Mt. Vernon Square house around 10 tonight and hear the sound of a saw outside, look out the window to see sparks flying from where my bike is locked up! Call the police, they show up in about 5 minutes. Two guys run away down the street, but leave the saw, a backpack, jacket, and two already-stolen wheels. (The two wheels recovered were Campagnolo quick-release. If anyone had them stolen tonight they should contact police.)

I almost didn’t believe it when I saw it. I was surprised they would use a loud saw when most people are at home. Lucky for me it wasn’t too sharp–they barely made a scratch in my u-lock during the 5 minutes they were going at it.


Dear PoPville,

A few months back I wrote with a pretty bad story of a bike accident resulting in a head injury and the theft of my bike. I’m happy to report today on a happy ending.

Friday night after work at Smoke & Barrel on 18th Street, I was walking with my new bike, lock in my back pocket, when I spotted my old bike locked to a tree fence in front of Pharmacy Bar. I locked my old bike with my lock and this morning returned to the scene and called MPD.

Armed with my receipt and serial number I was able to prove the bike was mine, and I swore out a statement that I had not sold the bike, and it had in fact been stolen. Officer Henderson (3rd District) was excellent and called DC FEMS to the scene to cut the lock.

The scene got a little comical when a mix up between MPD and DCFEMS dispatchers resulted in a call of a Box Alarm (structural fire involving multiple buildings) and seven fire trucks showed up. But after the police assured them the dispatchers screwed things up, the scene calmed down, and my bike was recovered.

Kind of a cluster, but I sure am happy with the ending.

P.S. Anyone want to buy a new bike?! Now I have two!

Members of the public have been helpful in providing information that has led to arrests and MPD encourages members of the public to visit our YouTube page, view videos of cases, and contact police if they recognize persons of interest here.

Below are recent robbery arrests made within the last week.

First District

Friday, November 2, 2012, at approximately 5:30 pm, a victim was walking in the 200 block of 9th Street, SE, when a suspect approached the victim from behind and struck him in the head. The suspect picked up the victims glasses and fled the scene. Shortly thereafter, members of the First District located the suspect who is a juvenile and arrested him for Robbery (Force and Violence).

Tuesday, November 6, 2012, at approximately 4:10 pm, a victim was at Half and N Streets, SE, when a suspect attempted to take the victim’s purse. A struggle ensued and the suspect took the victim’s phone and fled the scene. Later that evening, following an investigation by the First District Detectives Unit, the suspect was placed under arrest. A juvenile was charged with Robbery (Force and Violence).

Third District

Wednesday, November 7, 2012, at approximately 9:50 pm, a female victim was walking in the 1200 block of U Street NW, when a female reached into the victim’s purse and took keys and a wallet containing identification, a debit card and other property. An adult female was arrested for Robbery (Pickpocket).

Fourth District

Friday, November 2, 2012, at approximately 4:30 pm, a male was in the 5100 block of New Hampshire Avenue, when a suspect approached him from behind and snatched his wallet containing U.S. currency. An adult male was arrested for Robbery (Snatch).

Thursday, November 8, 2012, at about 8:30 pm, a victim was in the 5000 block of Rock Creek Church Road, NW, when he was approached by two suspects. One suspect snatched the victim’s wallet and pushed him to the ground. A short time after the incident, both suspects were apprehended by officers of the Metropolitan Police Department. Arrested for Robbery (Force and Violence) were 22-year-old Jamila Haskins of Northwest and a juvenile female.

Detectives from the Metropolitan Police Department’s Sexual Assault Unit have announced a suspect has been arrested in connection with two attacks against female victims.

On Friday, October 26, 2012, at approximately 1:53 pm, a male suspect knocked on an apartment door located in the 2300 block of Washington Place, NE. An adult female victim started to open the door when the suspect forced his way into the apartment and attempted to sexually assault the victim. A struggle ensued and the victim was stabbed multiple times before the suspect fled the location.

On Friday, November 2, 2012, at approximately 1:15 pm, this same suspect entered a Howard University dorm room in the 2200 block of 4th Street, NW, displayed a knife and sexually assaulted a woman.

The investigation led to the arrest of the suspect who was located in the 5300 block of 4th Street, NW.

The suspect, identified as 19-year-old Demarco Myles, of Northwest, DC has been charged with Assault with the Intent to commit First Degree Sexual Assault while Armed for the October 26th attack. He was charged with First Degree Sexual Assault while Armed for yesterday’s offense.

“This criminal committed violent attacks against women and we were eager to get him off our streets. Our detectives have been working around the clock since the first assault,” said Police Chief Cathy L. Lanier. “Had we not located him, it is our belief that he would have continued to attack women.”

This evening [Tuesday] at approximately 8:20 pm a man was robbed at knifepoint while in the hallway of an apartment building in the 3500 block of 13th Street NW. The two suspects took the man’s wallet and cell phone. They then left the building and fled on foot in different directions. The police were called and a look-out for the suspects was broadcast. Officers on patrol spotted one of the suspects and stopped him. The victim was able to positively identify him and the suspect was arrested.

The other suspect has not been caught as of yet. He is described as a black male, approximately 20 years old, medium build, medium complexion, 5’7 to 5’9 in height, wearing a black jacket, black pants, and a black knit hat

Below are recent robbery arrests made within the last week.

First District

Friday, October 19, 2012, at approximately 7:50 pm, a victim was inside of his vehicle in the 1500 block of C Street, NE, when two individuals approached. One of the individuals produced a handgun, while the second individual went through the victim’s pockets, obtaining a cell phone and U.S. currency. The individuals then ordered the victim out of the vehicle and took the vehicle, a 2004 Mercedes Benz CLK-500 Coupe. The suspects then fled the area. A short time later, members of the First District observed the vehicle in the 1400 block of Maryland Avenue, NE and a vehicle pursuit ensued. The pursuit ended in the 600 block of 15th Street, NE, with the apprehension of two adult male suspects who were charged with Carjacking while Armed.

Sunday, October, 21, 2012, at approximately 7:30 pm, a victim was in the 400 block of 7th Street, NW, when an individual approached her on a bike. The individual attempted to snatch the victim’s wallet out of her hand. The victim resisted and the individual fled the scene. A short time later, members of the First District located the juvenile suspect at 5th and H Streets, NW, where he was arrested for Attempt Robbery.

Sunday, August 12, 2012, at approximately 11:20 pm, a victim was in the 100 block of 14th Street, SE, when he noticed he was being followed by two individuals. Without warning, one of individuals struck the victim in the head with a baseball bat, knocking him to the ground. While on the ground, the victim was struck several more times with the bat, while the second suspect searched his pockets. The suspects obtained U.S. currency, cell phone, Kindle tablet, and other property from the victim. Later that same evening, at approximately 11:50 pm, a female victim was riding a bicycle in the 2500 block of 11th Street, NW, when a subject knocked the victim off her bicycle. A second subject then struck the victim in the head an unknown object. Further investigation revealed it was a baseball bat. A third subject joined in and attempted to take the victims purse, but was unsuccessful. On Thursday, October 25, 2012, following an investigation by the First District Detectives Unit, 25-year-old John Flowers, of Southeast, DC was charged with Armed Robbery in the 100 block of 14th Street, SE offense, and Assault with Intent to Rob in the 2500 block of 11th Street, NW offense. Additionally, another adult male was previously charged with Armed Robbery in reference to the 100 block of 14th Street, SE offense.

Detectives from the Metropolitan Police Department’s Homicide Branch have announced an arrest has been made in the fatal shooting which occurred in the 1100 block of 8th Street, NE.

On Wednesday, October 10, 2012, at approximately 3:51 pm, units from the Fifth District heard sounds of gunshots coming from the area of the 1100 block of 8th Street, NE. Officers responded and located an adult male suffering from gunshot wounds. DC Fire and Emergency Medical Services personnel arrived and determined that the victim had no signs consistent with life. The victim was transported to the Office of the Chief Medical Examiner where he was pronounced dead.

The decedent is identified as 21 year-old Gregory Darnell Troxler of Northeast, Washington, DC

On Friday, October 19, 2012, an arrest warrant was obtained for 18 year-old Kevon Austin of Southeast, Washington, DC, charging him with Murder II while Armed for the shooting death of Gregory Darnell Troxler.

On Saturday, October 20, 2012, at approximately 4:40 pm, Kevon Austin was arrested by officers of the Fifth District during a traffic stop in the 1500 block of Eckington Place, NE.

This evening [Friday] shortly before 8 PM a victim was robbed of his vehicle at gunpoint by two armed subjects in the 1500 block of C St NE. First District units responded to the 911 call and immediately obtained a lookout for the wanted suspects and the stolen vehicle. The lookout was broadcasted to both 1D and 5D units, due to the location of the offense. Approximately 10 minutes later 1D and 5D units spotted the vehicles and suspect in the area of Bladensburg Rd and H Streets NE. The officers attempted to stop the vehicle which fled with both 1D and 5D officers in pursuit. After a chase, assisted by the MPD helicopter, the suspects were apprehended in the 600 block of 15th St NE and the vehicle recovered.

This offense was closed quickly due to the rapid response of the officers and the cooperative efforts of 1D and 5D working together.

Many of you may remember that earlier in the year we had several cases where a suspect preyed upon our elderly residents in the First District and in the Fifth District. This person would enter the residence under false pretenses, assault and tie up his victims, burglarize the residence, and exit while leaving his victims still bound.

I am happy to report that our detectives were quickly able to identify and arrest Tony Ford in regards to these shocking crimes. Today, Judge Gerald Fisher sentenced Mr. Ford to 23 ½ years in prison for these heinous criminal acts.
