“The recent post referencing difficulty with obtaining assistance installing a child safety seat calls into question the tremendous effort the men and women of the Metropolitan Police Department’s Traffic Safety Division put forth daily to assist residents of the District.

I am not sure who made the statement you referenced about arrests, but no protestors were arrested. The alignment of current events, and most specifically the demonstrations surrounding the grand jury decision in Ferguson, Missouri, while unfortunate, resulted in the cancellation of child safety seat installation hours on one specific day. Members of the Traffic Safety Division, along with the rest of the MPD were deployed to assist with the facilitation of large groups of demonstrators moving throughout the city. As these demonstrations were spontaneous in their nature and comprised of large numbers of demonstrators, all members of the MPD were activated to facilitate the movement of large groups and ensure everyone’s safety on our roadways.

The purpose for writing today is to ensure members of the community are aware of the efforts made regularly to provide for the safety of infants and children while riding in motor vehicles. We take this issue quite seriously. As a rough estimate, the MPD installs over 65 child safety seats per month. Additionally, through a federal grant, the MPD is able to provide child safety seats at low or no cost to those in need.

While the MPD continues to make a tremendous effort in this area, it should also be mentioned that a host of our District of Columbia Government partners, and private healthcare organizations, also provide extensive opportunities to take advantage of child safety seat services. DDOT, DMV, Providence Hospital, United Medical Center, and the Town Hall Arts and Recreation Campus (THEARC) all offer installation services by appointment and with regularly scheduled hours.

“In response to community concerns, members of the Fifth District Vice Unit conducted an operation on today’s date [Friday] to identify and apprehend persons involved in the theft of mail packages in PSAs 504 and 503. The operation was a success. Officers observed an individual in possession of a stolen package and effected an arrest. The theft occurred in the 2100 block of Kearny Street, Northeast. The stolen package and its contents were documented and returned to the rightful owner.

“Detectives from the Metropolitan Police Department’s Homicide Branch announced an arrest has been made in the homicide of 18-year-old Johnie Lee Resper of Upper Marlboro, Maryland, which occurred Wednesday, October 1, 2014 near the intersection of 3rd and Adams Streets, Northeast.

On Wednesday, November 12, 2014, members from the Capital Area Regional Fugitive Task Force arrested a juvenile male charging him with Second Degree Murder While Armed in the shooting death of Johnie Lee Resper.”

“Detectives from the Metropolitan Police Department’s Homicide Branch announced an arrest has been made in the homicide of 41-year-old Inoe Javier Salvador, of Gaithersburg, Maryland, which occurred on Wednesday, October 29, 2014 in the 1400 block of Perry Place, Northwest.

On Tuesday, November 11, 2014, detectives from the Metropolitan Police Department’s Homicide Branch arrested 18 year-old Edgar Blanco of Northwest Washington, DC charging him with First Degree Murder in the stabbing death of Inoe Javier Salvador.”

“On Today’s Date [Wednesday] at approximately 1845 hrs, during the evening tour, Fourth District Officers responded to the 3600 block 13th Street, NW, for a Burglary 2 in progress. A look out was broadcasted for a subject taking items from the neighbor’s garage. The suspect was stopped by the police and an investigation lead to the arrest of the subject for Burglary 2 and Assault on a Police Officer. It was through alert citizens and hard working officers that this suspect was apprehended. Thanks to all for their hard work; Good Job!”

“On today’s date, at approximately 1:20am, while walking in the 1300 block of Spring Road, NW, two complainants were approached by a masked suspect brandishing a handgun. The suspect stole a cell phone, wallet and purse from the two complainants and made good his escape. MPD officers responded and initiated tracking the cell phone. As a result, MPD officers were alerted to the location of the stolen phone and following a vehicle pursuit and canvass by police canine, the suspect was located and the stolen property recovered. The suspect was arrested on the scene and a BB handgun, ski mask and other stolen property were seized.

Thanks to the commendable efforts of the MPD members involved a felon was apprehended and stolen property returned to the rightful owner. “

“On October 23, 2014, members of the Fifth District Vice Unit conducted an operation to identify and apprehend persons involved in the theft of mail packages in PSA 501. During the operation, members observed an individual in possession of a stolen package and effected an arrest. The theft occurred in the unit block of Rhode Island Avenue, Northwest. The stolen package and its contents were documented and returned to the rightful owner.

With the help of the Fifth District Detectives Unit and the US Postal Inspection Service, the person arrested has been linked to numerous package thefts throughout the Fifth District dating back to January 2014.

The individual was also in possession of Halloween Costume which may have been taken from a package in an unreported theft. If anyone has knowledge of a missing mail package containing a Halloween Costume, please contact me at the email address or phone numbers listed below.

8th and S St, NW Sept. 20th

“Detectives from the Metropolitan Police Department’s Major Crash Unit have announced an arrest has been made in the fatal hit and run that occurred at the intersection of 8th and S Streets, NW.

On Saturday, September 20, 2014, at approximately 2:33 am, a bicyclist was on 8th Street, NW when she was struck by a light colored SUV that was traveling southbound on 8th Street, NW. DC Fire and Emergency Medical Services personnel transported the victim to a local hospital where she was pronounced dead.

The decedent has been identified as 53 year-old Tonya Reaves of Northeast, Washington, DC.

On Wednesday, October 22, 2014, 20-year-old Dajane Thomas of Southeast, Washington DC, was arrested pursuant to a DC Superior Court arrest warrant charging her with Murder Two.”

“Detectives from the Metropolitan Police Department’s Homicide Branch have announced that an arrest has been made in the homicide which occurred in the 3400 block of 14th Street, NW.

On Friday, October 3, 2014 at approximately 5:33 pm, members of the Fourth District responded to a call for a man down. Upon arrival, they located the victim, 35-year-old Kenneth Young Jr. of Northwest, DC suffering from an apparent stab wound. He was transported to a local hospital, where he was pronounced dead.

On Thursday, October 23, 2014, at approximately 8:55 am, 26 year-old Carlton Hammond of Northeast, Washington, DC, was arrested by members of the Capital Area Regional Fugitive Task Force, pursuant to a District of Columbia Superior Court arrest warrant charging him with Second Degree Murder While Armed in connection to the homicide of Kenneth Young Jr.”

“Detectives from the Metropolitan Police Department’s Sexual Assault Unit have announced a suspect has been arrested in connection with an Assault with the Intent to Commit First Degree Sexual Abuse and a Sexual Abuse Allegation.

On Sunday, October 19, 2014 at approximately 3:30 am, an adult female was in the area of the 2400 block of I Street NW when a male suspect approached her, grabbed her and attempted to pull her into nearby bushes while threatening her. The victim was able to flee. A short time later, the suspect attempted to sexually assault a second adult female in the area.

The suspect 46-year-old Mustapha Kone of no fixed address was arrested on the scene and charged with Assault with the Intent to Commit First Degree Sexual Abuse, Felony Threats, Kidnapping and Simple Assault.”
