“Dear PoPville,
For months, I have seen fresh, new jackets bolted to the sidewalk on top of a mound of dirt on the corner of 16th & L. After a day or two, the jackets are removed and the compounded dirt is replaced?
It looks like minor construction, like maybe the sidewalk is being replaced between the stoplight pole and sidewalk. The jackets are random and always different. Sometimes the jackets are removed, and we’re walking through dirt for a week until a new jacket finds its place.
Who is bolting the jackets to the sidewalk? Why is this well-trodden corner forgotten by the city? It’s driving me mad whenever I walk by it. We need answers!”
Last time we spoke about this a reader wrote:

Though I’m not convinced…
