“An interior alteration permit was issued Monday for a new carry-out restaurant at 2443 18th St. NW, aka the former Rumba Cafe. Permit drawings say City Lights of China. Menu appears to be identical to City Lights of China on Connecticut Avenue.”

In March we posted some Scuttlebutt hearing that City Lights of China could be moving/opening another location in Adams Morgan.
