“Dear PoPville,
My partner and I bought a new-build condo last year and we are experiencing some strange things. First off, our developer is still running the HOA. The building has been fully occupied by each owner since August of 2020. Is this common/at what point should a developer turn over HOA responsibility to the owners?
My second question relates to how our building is categorized by DCRA. All of us received a notice that we were randomly selected for a DCRA Proactive Inspection, which seems to only apply to rental properties.
DCRA does not seem to believe me when I reached out and tried to appeal the inspection because we aren’t a rental building. Does anyone know if the developer was responsible for filing certain paperwork to convert the building to a condo? Or does anyone know how to go through the process as a current condo owner in the building?
