“vaccine for senior w/o permanent residence?”

“Dear PoPville,

My mother (over 65) is in the process of moving to this area from Iowa. I had a baby in early December, so my mother sold her house in Iowa and arrived in this area in November in order to be available to help us out. She is currently staying in an empty condo in Maryland owned by a friend.

She is ultimately looking to buy somewhere in the region (MD/VA/WV) but doesn’t know exactly where yet and that process has been slow given the pandemic/need to quarantine in order to help with the baby. In fact, it may still be several months until she finds the right place.

My question – what’s the best way to establish some sort of residency (permanent or temporary) in MD or DC so that she can get in line for the vaccine? OR does anyone know if you can get the vaccine in DC or MD without being a permanent resident? Are there any systems already in existence for these kinds of transient situations? Steps she should take to establish herself even though she doesn’t know where she’ll ultimately be living? Would establishing care with a PCP in MD help? Her ID/car are still Iowa. Some bills are temporarily being sent to the MD address. Thanks for any suggestions and ideas!”
