TLDR: Runners do or do not have to wear masks? How about for pedestrians? Cyclists?

I can’t tell if I am being petty or if my anger is justified. I have seen a shit load of runners without masks .. i saw a runner a while back who had a mask in her hand & that makes sense to me.
I don’t think I’d want to run with a mask on the whole time ..
But if a runner passes me going in the same or the opposite direction I think they damned well better get out of my masked way. I am coming close to screaming at the next maskless runner I see.
The first runner I passed did get off the sidewalk & ran around a car or two. So there are some considerate runners.”
