Reader Reports convicted sex offender illegally entered Library of Congress Daycare, Was Arrested, And Released

“Dear PoPville,

Wanted to alert readers to be on the lookout for this person who was able to gain access to the Library of Congress daycare earlier this week. He is a known convicted sex offender (his victim was 5!!!).

The system worked – he had no contact with the children, was escorted out, arrested by Capitol Police and charged with unlawful entry. However, parents were notified last night that he has been released.

Capitol Police has issued a BOLO (be on the lookout) for him for the Capitol Hill area, but it appears that his address on record may be the shelter on New York Avenue. If he is homeless and transient, he could end up anywhere in the city.

Wanted to alert readers to be vigilant, as always, but in particular for this person.”

Subject: Incident at the center

Good morning. I wanted to make sure everyone was aware of an incident this morning at the center. An individual piggy-backed behind a parent and entered the building. The individual started to walk towards the classrooms and was stopped by _____ and the security guard. He was then escorted out of the building and Capitol Police were called. They apprehended the individual and the police with keep me posted on any updates. There were no kids or staff in the hallway so nobody other than _____, Mr._____ and _____ witnessed the incident.

Subject: Update on Tuesday’s incident

We wanted to provide an update on the incident that occurred Tuesday. Earlier today _____, our parent board president, and I met with the Protective Services for Security and Emergency Preparedness at the Library of Congress. We were informed that the gentleman who entered the facility, Terry William Brown, Jr., is a known convicted sex offender (see attached photo). Immediately following the incident he was arrested and is in custody awaiting court proceedings.

I was just informed by LOC Security & Emergency Preparedness that the person was charged with unlawful entry. US Capitol Police issued a barring notice from Little Scholars and DC Courts issued a Stay Away Order from Little Scholars. Unfortunately he has been released. Because of this, US Capitol Police has issued a BOLO (be on the lookout) for him for the Capitol Hill area, including Little Scholars. We ask that everyone be extra vigilant and aware of their surroundings.”
