Families can fill the papers out themselves, they just need a notary, or they can contact Children’s Law Center or DC Affordable Law Firm and seek a referral to a pro bono lawyer.
The caveat is that these papers are only for DC—Maryland and Virginia have different papers. But the website has links to those papers too.”
