“it has over $7000 in moving violations. Why can’t this obvious violation of DC’s motor registration laws be enforced?”

I live on a street with tight parking but a neighbor of mine has lived near me for over a year and has never registered their car (has temporary tags that expired in 2021). I’ve called MPD and they refer to parking enforcement then they said it’s a “Department of Public Works” issue and nothing happens. The neighbor drives the car everyday so I can’t refer to it as “abandoned.” I looked up its tags

in the DC Parking Enforcement website and it has over $7000 in moving violations. Why can’t this obvious violation of DC’s motor registration laws be enforced? Can I get away with not paying for registration and parking zoning too? Seems only fair, no?”
