I live in Columbia heights and there has been for (not even kidding) 2 months a dog in the alley behind my apartment that barks CONSTANTLY. It is caged in the back of a home, and seems to be out there all the time.
I’ve called HRA to complain and submit a barking complaint, and the only thing they can do is go to the house to tell the owners…. They don’t have the ability to fine owners yet for having dogs that bark constantly. I don’t know what else to do. It can be heard in the background when I’m on the phone, and during work Teams calls, which is frustrating and unprofessional. HRA said there is no “plan b” essentially after submitting a barking complaint either. Multiple other residents have complained about this dog as well, who’s apartments face the alley.
I don’t know if there’s any other recourse or path to take, but I’m looking for any advice or suggestions.”
