“Advice about neighbor’s cat?”

“I have a neighbor who put a big crate on his back patio with a tarp over it, about a week ago.

As far as I can tell, there is a cat in there and I have seen him outside feeding the cat.

But it seems like the cat stays in there all day and night. I can often hear the cat meowing in the crate early in the morning and at night.

I don’t really know if this is cruel, as I have never owned a cat. I also don’t know the neighbor well enough to feel like I can approach him to ask.

It’s possible he is a Blue Collar Cat, but again, I have never seen it roaming around our back area and I often hear him crying. Is there anyway I can see if there is a blue collar cat in my area?

Any advice?”
