On my bike commute this morning, a landscape contractor was using a gas powered leaf blower on the National Mall. DC banned gas powered leaf blowers at the beginning of the year.

(When I got to work, I looked up the process for filing a complaint and realized I didn’t get the company’s name, which is required.) Anyway, I assume the contractor is working for the National Park Service, which may be exempt from following DC laws. However, I would still think the landscape company likely has a business contract registered in DC. Do businesses licensed in DC have to follow DC regulations when operating in DC but for a federal agency?”
