There is an out-of-state vehicle that was parked on our street in September and has not been moved since. Several neighbors noticed that it is leaking fluids and there is what appears to be an oil slick running right down into the storm drain. Unfortunately, I have called every DC agency and no one seems to have responsibility.

Parking Enforcement says it isn’t a parking issue. DPW says it isn’t an abandoned vehicle because no tires or engine parts are missing. DOEE said that storm drain pollution is a DC Water issue, but DC Water said to call Parking Enforcement. Any thoughts on how to handle this issue? It has a ticket on it for a ROSA violation but that isn’t apparently enough to get it towed.”
