“Who should I complain to other than the DCRA since they are of no help?”

“Dear PoPville,

We live across the street from a construction site that regularly replaces their overfilled dumpster before 6 AM. I’ve learned firsthand that the whole process is more complicated and takes longer than it seems. When I last complained to the Department of Consumer and Regulatory Affairs, their response was “Hello, The results of this inspection on (1/6/22) was “No violation”, being Superintendent stated the dumpster has been there a month and not switched out, because it’s not full yet.”

How is that a response to my claim + picture proof

— which was that they are conducting construction/trash collection before 7 AM?

I became re-frustrated by this whole ordeal when they replaced the dumpster at 4:40 AM this past week.
