“This project will include the redevelopment of the existing police station and fire station and is envisioned to include high-density, mixed use. The site along U Street NW, 17th Street NW, and V Street NW in Ward 1 comprises two lots (square 175, lots 826 and 827) at 1617 U Street NW and 1620 V Street NW that total approximately 82,000 square feet at the border of the Adams Morgan and Reed-Cooke neighborhoods. It is within walking distance to the U Street / African American Civil War Memorial / Cardozo (Green and Yellow Lines) Metrorail station and multiple bus stops. RFP Release: Fall 2022.”

The Bowser Administration announced at the 8th annual DMPED’s March Madness event, forthcoming Requests for Proposals (“RFP”) in the District of Columbia from various agencies. Mayor Muriel Bowser and District agencies leaders revealed new and upcoming opportunities soon available to DC’s development community and local businesses.

“At March Madness, Mayor Bowser and District leaders provide residents and small business owners with catalytic opportunities throughout all eight wards of the District. Since it started, it has expanded as an open house previewing all of the great things to come,” said John Falcicchio, Deputy Mayor for Planning and Economic Development. “Our record shows we are advancing stalled projects and creating new housing, recreation amenities, jobs, and opportunities for our local entrepreneurs.”

DMPED Real Estate RFPs

Chevy Chase recreation center/library

This project will include the redevelopment of the Chevy Chase Community Center and Chevy Chase Neighborhood Library and is envisioned to include new residential units, both affordable and senior housing. The site in Ward 3 comprises one lot (square 1866, lot 0823) at 5601 & 5625 Connecticut Avenue NW between McKinley and Northhampton Streets NW in the Chevy Chase neighborhood and totals 73,390 square feet. It is within walking distance of multiple bus stops. Tenleytown/AU and Van Ness/UDC Red Line Metro stations are in close proximity. RFP Release: Spring 2023.

Engine 3

This project will include the redevelopment of the historic fire station and the DC Fire and EMS Museum and is envisioned to include commercial and/or residential uses. The site on F Street NW, at the corner of New Jersey Ave, NW, and E Street, NW in Ward 2 comprises two lots (Square 0630, Lot 0831 and Lot 0833) at 427 – 439 New Jersey Avenue, NW that total approximately 13,800 square feet in the Downtown East neighborhood in the heart of downtown near the Capitol. It is within walking distance to the Union Station Metro station (Redline) and multiple bus stops. RFP Release: Summer 2022.

Department of Housing and Community Development (DHCD) RFPs

58th and Dix Street

This is an approximately 32,000 square foot vacant lot at the corner of 58th Street, SE, and Dix Street, SE, in Ward 7. The site is currently zoned MU-4 which permits moderate density, mixed-use development. The site is well situated near a number of public amenities including Marvin Gaye Park, the Watts Branch Trail, HD Woodson High School, and the Strand Theater redevelopment. RFP Release: June 2022.

1444-1454 Alabama Avenue

This is an almost 13,000 square foot vacant lot in Ward 8’s Congress Heights neighborhood. It is currently zoned RA-1 which permits low-to-moderate density development including detached dwellings, rowhouses, and low-rise apartments. The site is well situated across the street from a Giant Food grocery store just blocks from the Congress Heights Metro Station. RFP Release: June 2022

Benning Road

This is an approximately 68,000 square foot vacant lot at the corner of Benning Road, SE, and G Street, SE, in Ward 7’s Fort Dupont neighborhood. It is currently zoned RA-1 which permits low-to-moderate density development including detached dwellings, rowhouses, and low-rise apartments. The site is within close proximity to Fort Dupont Park and the Fletcher-Johnson Recreation Center and sits along Benning Road, a major thoroughfare that links the site directly to multiple Metrobus routes and the Benning Road Metro Station. 905 R Street, NW

This is an equitable development opportunity to build capacity through a beautiful rowhome rehabilitation opportunity located in Ward 6 right across the street from the new Banneker High School at the former Shaw Middle School site. RFP Release: March 25, 2022.

1106 3rd Street, NE

This is an equitable development opportunity to build capacity through another rowhome rehabilitation opportunity in Ward 6 that is located just blocks south of Union Market and the NoMa metro stop. RFP Release: March 25, 2022.

4404 Foote Street, NE

This is an equitable development opportunity to build capacity through a rehabilitation opportunity into affordable housing as part of a duplex in Ward 7. RFP Release: March 25, 2022.

DC Housing Authority (DCHA) RFP’s

Judiciary House

This solicitation is for a Construction Manager at Risk Services (Spring 2022) who will lead approximately $12 million of work at Judiciary House in Northwest. This project includes renovation of all common spaces and 100 senior living units. It also will upgrade sprinkler systems, MEP, architectural aspects, and renewed interior finishes.

Sibley Town homes and Sursum Corda

Solicitation for Co-Development Partners (Spring 2022)

Sibley Town homes and Sursum Corda is a project that is in close proximity to New Communities Initiative Northwest One. Each property will require its own co-development partner and already has demolition and disposition approval from HUD. DCHA expects the development team to come up with the highest and best use for the property while maximizing affordable housing. The Sibley Town home property and includes adjacent parking lots that currently hold approximately 23 units. The Turnkey Sursum Corda property is currently zoned as RA-4 (8 stories) and could hold 130 units. There are also plans for the expansion of the L Street NW and its right of way adjacent to the site, which will reduce land available for development.

Arthur Capper – Square 768

Solicitation for Co-Development Partners (Summer 2022)

The Square 768 lot is currently being used as temporary parking. Current zoning of MU-10 will allow for ground-floor retail topped with up to 352 residential units. Most importantly, this property will require 73 replacement units of the affordable housing that was part of one of the nation’s largest HOPE VI grants in 2001. DCHA committed to rebuilding the 107 affordable units that were previously part of the now demolished Capper/Carrollsburg development. This growing community now has 473 new homes for low-income families. Square 768 will be the first of the four remaining parcels in the overall master plan for the Capper Carrollsburg that DCHA we will be seeking a partner to assist with the completion of the community.

“All of these solicitations have DCHA’s mission in mind–to provide quality affordable housing to those in need, foster sustainable communities, and cultivate opportunities for residents to improve their lives,” said DCHA Executive Director Brenda Donald. “Each of these upcoming projects will maximize affordable housing in high-growth neighborhoods in our city. We look forward to working with teams who want to help us preserve, rehabilitate, or redevelop affordable housing in the city now and for future generations.”

Department of Parks and Recreation (DPR) RFP’s

Fort Lincoln Recreation and Early Childhood Education Center (solicitation).

This $40M project includes the construction of a new recreation and early childhood education center in Ward 5. The project is in the design phase and DPR (via DGS) will be looking to hire a General Contractor this Spring 2022 to bring this project into reality.

Upshur Recreation Center (Solicitation)

DPR has $16M to replace the existing and outdated field house and pool house at Upshur Park in Ward 4. DPR will be (via DGS) is looking to hire the Design Team this Spring 2022.

Douglas Rec Center (Solicitation)

DPR has $20M to replace the existing and outdated field house and pool house at Douglas in Ward 8. DPR will be (via DGS) is looking to hire the Design Team this Spring 2022.

Department of General Services (DGS) RFP’s

Patricia Handy Center for Women (Solicitation – Spring 2022)

The project consists of major interior and exterior renovation to the existing Women’s Shelter located at 810 5th Street NW. Scope of work will include replacing the elevator, installing new HVAC System, exterior waterproofing, and light interior finishes.

Truesdell Elementary (Solicitation – Spring 2022)

Design-build of full modernization of Truesdell Elementary, located at 800 Ingraham Street, NW, including new classrooms and core spaces, upgraded mechanical systems, exterior renovations, new roofing, site improvements, playground improvements and technology and infrastructure upgrades. Scope also includes a child development center.

Fort Lincoln Park Recreation Center (Solicitation – Spring 2022)

Modernization of the Ft. Lincoln Recreation Center, including full sized gym, elevated running track, fitness room, racquetball courts, multipurpose room, senior lounge, teen/technology lounge, arts and crafts room, demonstration kitchen, and early childhood education center. Scope also includes exterior work including pavilion structures, play areas and lighting.

Junior Achievement Academy (Solicitation – Fall 2022)

Construction Services for the renovation of 13,200 SF Historical Building at 3149 16th Street, NW. Including expanding the existing building to accommodate a new two-level auditorium with a roof terrace, new elevator and new gazebo.

OSSE – DOT 5th St. (Solicitation – Winter 2022)

Construction Services for the modernization and addition of 12,500 SF Bus Lot Facility and site at 2115 5th Street, NE, to increase functionality for drivers. Scope also includes structural rehabilitation, upgrades to mechanical, electrical and plumbing, HVAC systems and new elevator.

Daly Building Swing to Marion S. Barry, Jr. Building (Solicitation Available Now)

This project includes the swing space move of the MPD Headquarters facility from the Daly Building to the Marion S. Barry Building, 441 4th Street, NW.
