One of the building managers chased, CAUGHT HIM, dragged him to @DCPoliceDept
officer. Said, we have multiple videos of him stealing bikes and packages.

Officer wouldn’t book the guy. “Where’s the video?”
On the *sidewalk.*”

“More context:

When the building manager took chase, another person called the cops.

The @DCPoliceDept officer who responded to the call said “I can’t hold him because I don’t have evidence.” Our building staff said, “let us show you the videos.

@DCPoliceDept Officer said, “that’s detective work. I’m not a detective.”

He wouldn’t take the name or information of the suspect. He let the theif go, with a backpack full of packages. Officer instead interrogated our building manager (who is a POC).

Unbelievable.
