“No hot water in my apartment!”

“Dear PoPville,

I live in a privately owned condo unit (I rent from the landlord). For about 48 hours now there has been no hot water.

I promptly informed the landlord of the issue and he let me know he would investigate the issue right away. About 24 hours later he sent us an email from the building manager

that there was an issue with the hot water system for the entire building and they are trying to fix it. It has now been 48 hours with no hot water and no end in sight (just screen shots of emails indicating that the contractors have been unsuccessful in fixing the water heater). My question is, when is it acceptable to ask for a rent reduction in this circumstance, if at all?
