“What happens when a popup meets another popup?”

“Dear PoPville,

Here’s a real estate 2.0 question concerning that which happens when a popup meets another popup (the relevant backgrounder here is that this involves a row house block comprised of flat roofs with raised portions between)

Is it expected that the neighboring property (next to the new construction) be allowed to build directly into this new wall (as you no longer have access to the congruent space you have allowed usage of on your side)?

And if the halfway point (assumed to be the property line) has been breached by this new construction, that is to say built past (perhaps because they had to) is it then the right of the neighboring property to do so?”
