“Upcoming Helicopter Flight Activity in Washington D.C.
The Department of Energy will be conducting low- altitude mapping within the District of Columbia this week October 19-23 and next week until October 28 (weather dependent). They will be utilizing a Bell 412 twin engine helicopter, 150-500 feet above ground level, at various hours and locations throughout the city.“

They have done this during prior inauguration preparations, I recall specifically in 2008 seeing it do these low alt back and forths over Petworth & NW DC
