“Car purchase dilemma due to limited DC DMV hours”

“Dear PoPville,

I’ve agreed to purchase a used vehicle from a private party in Virginia. I live in DC.

This is the first time I’ve purchased a car as a D.C. resident.

I’m trying to figure out how to get the vehicle registered.

My best reading of the very confusing DC DMV website seems to indicate:

I need to get temporary tags, then get the vehicle inspected, then get permanent registration/tags.
But the only way to get temp tags is to go in person to a physical DMV office, and there is only one open, due to COVID lockdown.
The soonest appointment available at that lone DMV office is August 12.

If that’s the case, that would mean the car would need to sit in the seller’s driveway for 2 more months before I can register it.

Does anyone have any information about DC auto registration that would solve this dilemma? If not, I apparently will have to cancel the car purchase, because this timeframe is wholly unacceptable.”
