Indecent Exposure Arrest Made on Barracks Row 8:30pm Last Night

“On Monday evening at approximately 8:30 PM, First District patrol units responded to an Indecent Exposure complaint in the 700 Block 8th Street SE. Complainants on scene reported that a male subject had exposed himself before fleeing on foot.

Based upon subject look-out information provided by the complainants, patrol officers immediately located a male subject matching the description and conducted a stop. Positive identification was made and the subject was arrested for Indecent Exposure and transported to the First District.

“I saw you posted this morning about the indecent exposure arrest at barracks row last night at 8:30. I wanted to give you more information as I was there. Below is what happened..

Summit to soul, a female owned small business that sells athleisure for women, sources sustainable brands and in fact mostly female brands, hosted an event on gender lens investing. The event was focused around investing in women.

There were about 15 women still mingling inside when the owner of the store noticed a black male with facial hair walking back and forth outside the store. He appeared to have his hands in his pants. At this point the owner casually locked the door. The man came closer to the glass door and at this point was blatantly masturbating. The women in the store turned their backs and walked further back. The man then fully exposed himself and was watching all the women in the store. He was pressing himself up against the glass. Absolutely horrifying.

The police were called 3 times. All the women in the store waited in the back as the man finished masturbating against the glass door of the store. The man was caught and arrested after we had to positively identify him.

The experience was horrifying and the irony was not lost on us. Here we are, at a gender lens investing talk… and this happens. The women who were there all came together and handled the situation. However- the fact we had to handle it at all is not ok. I encourage people to support our local Capitol Hill community and small businesses like Summit to soul. It is hard enough keeping a small business alive but it is discouraging when this happens and it felt like the police couldn’t prioritize an issue like this. It wasn’t indecent exposure it was harassment and really made me/our group feel powerless.
