Two Men Arrested in Last Night’s Hit and Run in Adams Morgan Were Also Armed – Full MPD Release

“Detectives of the Metropolitan Police Department announce that two arrests have been made in connection with an Assault with Intent to Kill (Car) Offense that occurred on June 8, 2017, at approximately 8:58 pm in the 2400 block of 18th Street Northwest.

At the listed time and location, the suspect’s vehicle was observed driving at a high rate of speed, striking two MPD officers assigned to bicycle patrol. The suspect continued driving, striking a DDOT Traffic Control Officer.  The suspect’s vehicle came to rest after striking an unoccupied vehicle.

The two injured officers were transported to an area hospital in critical condition. The DDOT employee was also transported to an area hospital, treated and released.

Arrested at the scene were 22-year old Brandon Lord Figures-Mormon of Disputanta, VA, who is charged with Assault With Intent to Kill and Possession of Unregistered Firearm, and 23-year old Dwayne Nicholas Taylor of Prince George, VA, who is charged with Possession of Unregistered Firearm.

    Whoa. I figured the driver was high or psychotic or the like, but does this charge indicate the MPD has evidence that the perp intentionally and at full mental capacity hit those cops and put all those people at risk? If that’s true, throw the book at them.

      Same, I assumed it was a case of someone driving home after partying in Adams Morgan. Really scary.

      it could be that the “intent” portion of the statute deals with the gross criminal negligence of the driver as opposed to conscious intent.

        That’s right. I recently served 5 weeks of grand jury duty and became familiar with the different types if charges. In this case, the intent refers to the action with blatant disregard for human life.

    Driver has charges starting at 19 years old in Virginia for assaulting an officer and drugs.

    Probably just a continuation of his juvenile criminal career.

    Those firearms charges against he passenger were were dropped. There are no charges at all on the passenger.The unregistered possession charges against the driver were dropped.

    Now the charge on the driver is one count of assault with intent to kill while armed (first severely wounded cop) and second count of assault while armed (second less injured cop), but these will almost certainly either be pled down to remove the “while armed” aspect or contested to be found guilt of assault with intent and the armed portion disallowed.

    if you look at the case this is three guys. There is the owner of the truck and guns ( not arrested at all) who never came to DC, and the two guys who borrow it and drove to DC. There appear to be multiple witnesses who corroborate that the owner drove from south of Richmond to sell his firearms at the DC area Chantilly gun show. That is perfectly legal and they appear to have been in the vehicle perfectly legally as long as the vehicle was in Virginia.
    The were staying at a hotel in NoVa between chantilly and DC and if the hotel had a posted no firearms sing then the vehicle owner may have left them in the vehicle to comply
    The other two guys took the vehicle for a night in DC. They may not have know the firearms were in the vehicle. They certainly did not have any ammo according to the police reports.
