Shooting Homicide around Noon “we do not believe this to be a random incident”

From MPD:

“The Third District is working a fatal shooting in the 400 block of M Street, NW. Homicide investigators are on the scene and at this time, we do not believe this to be a random incident. Anyone with additional information is asked to call the Command Information Center on (202) 727-9099.”

  • Shooting happened closer to 10am. Street was already closed by noon.

The implication from these kind of comments (“we do not believe this to be a random incident”) is that in fact they believe all the other shootings to be “random incidents.” I dont think that is the case. So why say it here?

I take it as meaning the victim was deliberately targeted as opposed to the victim being shot in a spontaneous argument or to appease the gods of snow and ice.

I think the point of saying it is that there are a lot of people that live around this location (including me) and we’d prefer to know if there is someone walking around randomly shooting people in the neighborhood. They had the info, which is valuable to the community, so they included it. I don’t think you can make broader statements about whether this means that all other shootings are random.

Serious question, is this the first homicide of 2015 in the city? Or are we not doin’ so hot again.
