Props to the Cops – MPD Makes an Arrest in 20 Year Old Homicide Case

“Detectives from the Metropolitan Police Department’s Homicide Branch have announced that an arrest has been made in the 1994 homicide which occurred at the intersection of Ogelthorpe Street and Riggs Road, NE

On Saturday, October 15, 1994, members of the Fourth District responded to a call for the report of sounds of gunshots near the intersection of Ogelthorpe Street and Riggs Road, NE. Upon their arrival, the officers located an adult male suffering from an apparent gunshot wound. DC Fire and Emergency Medical Services personnel arrived on the scene and transported the victim to a local hospital where he was pronounced dead.

The decedent is identified as Kevin Spencer Proctor, who was 29 years-old at the time, of Northeast, Washington, DC.

On Thursday, February 27, 2014, homicide detectives and members of the Capital Area Regional Fugitive Task Force arrested 41 year-old Frank Joseph Williams IV of Silver Spring, Maryland, and charged him with First Degree Murder in connection with the shooting death of Kevin Proctor.”
