Buying a vacant fixer upper in DC

I was wondering how long it takes the city to get rid of the class 3 vacant status if I go ahead. Also, I’ve read on the DC website that if you’re doing major renovations on an investment property you qualify for an exemption from the class 3 rate. Does this also apply to residential properties?
